Museveni asked to allow formation of CEC shadow committee

Mr Kisembo: “The committee members would be drawn for different functions and we would include young and intelligent individuals to deal with the high percentage of youth within our party.”

Kampala—15 October 15, 2020: The National Resistance Movement (NRM) party national chairman, Gen Yoweri Tibuhaburwa Museveni, has been asked to allow new development in the NRM’s top party leadership body—the Central Executive Committee (CEC).

In a letter dated 5 October 2020 to chairman Museveni, Dr Diini Emmanuel Kisembo, an aspirant for CEC Western Uganda, asks Museveni, 1st national vice-chairman, 2nd national vice-chairman (female) and his regional aides (chairpersons) to allow creation of “Shadow CEC Committee”.

“Kindly refer to the above subject wherein i write to humbly request that it be put into urgent and important consideration,” part of Kisembo’s letter reads.

“This will be a neutral committee as most of the members are not in any position within the party which can be a unifying factor hence creating harmony,” he letter continues.

As a former aspirant for CEC seat Western Region, Kisembo said he has looked at all aspirants who had different manifestos and “all can help in the growth of the party”.

According to him, the current CEC elected members have too many party obligations at the moment and as such, “having a neutral body in place will help in dealing with pertinent issues”, “one of them being the reconciliation of party members aggrieved with the recent party primaries”.

He defended his motive that the formation of shadow committee would therefore be very “beneficial to our party if the shadow CEC would be included in the national task force to help in the mobilization for our presidential flag bearer and all the other NRM party flag bearers” which would contribute to the huge success in the 2021 elections.

The objectives of this shadow committee will be relevant because “It would work with senior executives and senior members of the party to create comprehensive transformation within the party making it relevant among members and those who intend to be recruited,” he told this digital publication.

Two, he justifies that “the committee members would be drawn for different functions and we would include young and intelligent individuals to deal with the high percentage of youth within our party. This in turn would usher in comprehensive use of the internet and other digital strategies to help enhance our party activities for years to come.”

Three, he says it would also work to redesign the party and business model reinvention through the use of the internet and other digital strategies as mentioned above.

Four, he says it would see the NRM increase its visibility and popularity at the grassroot levels as youth, who are the majority, would be heavily involved in party activities, and five:

He says it would help in evaluating and iterating the values and vision of the party, which will propel it to greater altitudes. This would include the shadow committee discussing issues that the Executive is focused on and giving its insight before they are passed, as the CEC committee is currently overwhelmed with so many activities taking place almost simultaneously.

Mr Kisembo assured national chairman Museveni that with such formation, the latter would be the chairperson of the shadow CEC, and it would therefore fall to him to identify or nominate the members of the shadow committee so as to have a competent body of individuals to help drive our party to greater heights.

Received by Museveni’s aides in Kyambogo on 14 October 2020, the office of the National Chairman is yet to make a comment on this request.
