LDC disowns senior law officer hired by Lira city council

A whistleblower has come out to expose the recruitment scandal at Lira city council. 

Going as far as ascertaining where this fake graduate obtained his academic transcripts from, the outcome is a shocker.

In a forged academic transcript and certificate – Omule Simba Tom claimed he pursued a diploma in law course from the Law Development Centre at Makerere Hill, Kampala.

According to the transcript for academic year 2004/2005 vide registration (index) number DII/U/191/2004, which was “certified true copy original” by Lira city council after it was presented for job, Omule was awarded “second class.”

The transcript, tndNews, Uganda, has a copy, which was also allegedly co-signed and stamped by Joyce Werikhe (Mrs) – secretary and registrar, and academic registrar on February 19, 2020.

On June 16, 2006, LDC director and chairman of the management committee, reportedly handed Omule “a certificate to certify” that he had attended and successfully completed a course in law at “this centre” and was awarded “a diploma in law.”

Meanwhile, the academic registrar stamped and signed it on February 19, 2020.

However, the whistleblower in a query to the city council, forced the latter to write to the LDC for the truth.

In an official letter written to the office of the town clerk of Lira city council dated May 21, 2026, Omule Simba Tom “is a fake lawyer.”

“Reference is made to your letter dated 5th March 2026, regarding the above subject (Re: Verification of academic documents).

“Mr. Omule Simba Tom, holder of Index Number DII/191/2004, was enrolled at the Law Development Centre during the Academic Year 2004/2005. According to the academic records held by the institution, he attended the programme and undertook the prescribed course of study,” Stephanie Lukwanzi, academic registrar told the town clerk.

He added: “However, the student did not successfully fulfil the academic requirements necessary to qualify for the award of a Diploma in Law.”

Lukwanzi said the attached copies of the transcript and certificate purportedly issued by the Office of the Academic Registrar, Law Development Centre, are forgeries and were not issued by the Law Development Centre.”

Omule currently works for Lira City Council as a senior law enforcement officer and has worked in his role for 15 years, including when Lira was still a municipality.

For two days, neither the city council nor Omule could have time for a comment. This is a developing story.
