The State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), arraigned three suspects from Kalaki district.
The trio faces three charges related to extorting money meant for Parish Development Model (PDM) beneficiaries, and obtaining money by false pretence and conspiracy to commit a felony.
On Tuesday, May 19, 2026, the State House Anti-Corruption Unit and the CID presented the three leaders—who serve as SACCO chairpersons from different groups—before the Chief Magistrate’s Court in Kaberamaido.
According to the report, the suspects allegedly obtained money from over 100 beneficiaries of PDM SACCO groups in Opungure parish, Kakure sub-county, during the year 2024.
They falsely claimed that they would include the victims’ names among those eligible for support from the Opungure-Kakure PDM SACCO, which was not the case.
The suspects, all from Kalaki district, are identified as Olingo Joseph, parish chief of Okungure parish, Edwonu James, chairperson of the Opungure-Kakure PDM SACCO; and Ocepa Josphat, secretary of the Opungure-Kakure PDM SACCO.
In 2022, President Yoweri Kaguta Museveni ordered the State House Anti-Corruption Unit to investigate leaders accused of extortion and mismanagement of Parish Development Model funds.
