Adjumani | Gen. Moses Ali was born on 5 April 1939. On July 18, 2026, his death was officially announced by President Yoweri Kaguta Museveni.
He was a Ugandan lawyer, military officer and politician who served as Second Deputy Prime Minister of Uganda from 2021 until May 2026.
Until his death, Gen. Ali represented the people of East Moyo County, Adjumani District.

In July 2025 during the campaigns in Adjumani town, he said: “I am here. They wanted to bury me alive, but that cannot happen. They told you I am dead, but I am standing here. They said I can’t speak, but listen to my voice.”
In January 2024, speaking during his thanks giving prayer in honor of the award of honorary Doctorate of philosophy of law by Islamic University in Uganda, Gen Moses Ali said: “Why I want you people to hear my voice is because some people speculated on social media that I was dead, but I want to tell you that I am still alive, how many times shall I be buried? I have not died; the day I will die, you will be informed, but when I die, I will be buried here in Adjumani.”
On June 13, 2017, on the famous Apaa land conflict, Gen Moses Ali said: This conflict between Adjumani and Amuru districts is regrettable. We convey our condolences to bereaved families who have lost lives on both sides. This is not a tribal conflict between Acholi and Madi. It is a problem created by three MPs and the Chairperson of Amuru by inciting their people.
Gen. Ali’s Titbits
· General Moses Ali, who is at the age of 85, was born on April 5, 1939, at Meliaderi, Atabo Parish in Pakele Sub-county in Adjumani district.
· After he completed his Ordinary Level Certificate at Old Kampala Senior Secondary School in 1966, he had numerous military training courses like Cadet Officer, Paratrooper Instructor in Uganda and Company Commander in Israel.
· In 1969, he was commissioned to the rank of 2nd Lieutenant and consequently appointed as Officer in charge of Training in the Uganda Paratrooper School.
· In 1971, he was promoted to Major and Commander of the Paratrooper School.
· In 1972, he was promoted to Colonel.
· In 1972, he also enrolled in Staff College at Camberley in the UK, where he earned a Degree in Military Science.
· In 1973, he was appointed Minister of Provincial Administration and
· In 1974, he was promoted to the rank of Brigadier.
· Between 1998 and 1999, he studied at Holborn College in London.
