Minister of State for Foreign Affairs Haruna Kyeyune Kasolo has responded to Gen Muhoozi Kainerugaba after the Chief of Defence Forces questioned his recent trip to Türkiye and said he had not cleared the minister to travel.

Kasolo responded on Sunday, September 27, 2026, hours after Gen Kainerugaba publicly said ministers were required to seek his permission and clearance before travelling outside Uganda.

“My chairman and Big Brother, order taken. Your guidance and authority will always be sought,” Kasolo wrote on X in response to the CDF’s comments.Gen Kainerugaba later reposted Kasolo’s response and replied: “You are a very good cadre. We shall talk.” The brief exchange brought the public disagreement over the minister’s Türkiye trip to an apparent close, at least for the moment.

The exchange followed a post by Gen Kainerugaba on Saturday, September 26, in which he questioned whether Kasolo had travelled to Türkiye without permission. He stated that all ministers needed his permission and clearance before leaving Uganda and specifically said he had not cleared Kasolo’s trip.

Gen Kainerugaba later announced that ministers who travel abroad without his permission would face a Shs30 million fine.
