Otuke East Member of Parliament and Ugandan Olympian for life, Julius Acon Bua, has appealed to the government to fulfill pledges made to individuals while they are still alive, and to honor promises made at their funerals.
He noted that the country will remember its citizens for their contributions during their lifetime, and that failing to do so creates an unnecessary embarrassment for the government, which then has to communicate specifically on how to resolve the issue.
MP Acon made this statement on Tuesday, November 3, 2026, on the floor of Parliament.
His remarks were in relation to empty promises made by the government regarding the deaths of prominent Ugandans, such as former Speaker of Parliament and Omoro County MP, Jacob Oulanyah.
Oulanyah died in 2022 after serving for only one year. On the day of his funeral, president Museveni pledged to complete his unfulfilled house.
Unfortunately, to date, there are no signs of commitment from the government’s side.
Apart from the unfinished house of the late Oulanyah, Acon also remanded the government on promises made to the people of West Nile following the death of former MP Ibrahim Abiriga, who was shot dead by unknown gunmen.
He also mentioned a promise made in memory of the late Justice Rubby Opio Aweri, for whom the government pledged to build a very big library. However, none of these pledges have been considered, which makes people lose trust in the government.
Acon noted that in the 11th Parliament, a resolution was passed in 2021 that the government would support one of the health facilities in Otuke that he (Acon) had constructed, to ensure people can access service delivery at the right time.
This was during the time when MP Acon was still very active in sports.
“But luckily enough, I am still alive. The government should not wait until Acon is dead and then say they are going to do something in his memory.
“Therefore, let the government revise twice and give credit where it is needed when someone is still alive, and also ensure that some of the promises made to key prominent figures are done at the right time.”
Meanwhile, Bukooli County Central Member of Parliament Solomon Silwany added his voice to MP Acon’s concerns, noting that since Olulanya died, the issue of completing his unfinished house has become a song.
He stated that the matter has been raised over four times before Parliament, and that the late Jacob Oulanyah’s house remains in an uninhabitable condition, requiring government intervention.
While sharing the session, Speaker of Parliament, Jacob Oboth Oboth, said it is true that Oulanyah’s house has taken long without the government coming in to ensure it is finished.
He urged the government to consider and provide a time schedule to ensure the family can start using it.
The speaker then asked the Minister of State for Public Service, who is also the Woman Member of Parliament for Mable City, to respond to the matter regarding the unfinished house of the late Jacob Olulanyah.
The minister told the House that she had discussed the matter before the Cabinet and pledged to present a comprehensive report before Parliament within a period of two weeks for further management.
