Lira University Council, chaired by Geoffrey David Opiokello, has approved a total annual budget estimate of shs65,760,613,715 for the 2026/2027 financial year.
The figures rose from shs28,775,235,639 approved in the 2025/2026 financial year.
Timothy Jokkene Okee, finance, planning and investment committee chairperson presented the budget funding sources, saying the government of Uganda will provide shs 56,012,411,269, User Fees Collections from the University Teaching Hospital to raise shs 825,194,700.
He added that Lira University Research Ethics Committee (LUREC) will raise shs375,277,790 and shs8,547,729,956 from Off-Budget Estimates (Externally Funded Budgets).
The council meeting, convened on May 29, 2026 at Gracious Palace Hotel, Lira City, was to deliberate upon, and approve the budget estimates, among others, Patrick Opio, senior communications officer, said.
Jokkene revealed that the budget estimates arise from the recommendations of the Finance, Planning and Investment Committee meeting held on May 20, 2026.
During the meeting, the draft budget presented by the management was carefully scrutinised and reviewed in line with the University’s strategic priorities, government policy guidelines, and the resource framework for the forthcoming financial year.
The estimates, Jokkene said, further aim to support institutional growth, enhance service delivery, strengthen academic and administrative operations, and improve infrastructure development within the available resource envelope.
Deputy Bursar, Elemu Anthony, said the financial year 2026/2027 budget estimates for Lira University provide the necessary framework and resources for the implementation of the university’s strategic objectives in alignment with the priorities of the Ministry of Education and Sports, the National Development Plan, and the Human Capital Development Programme.
The University Bursar, also acting deputy vice chancellor (finance administration), Nathan Hasahya Haghobi said, in accordance with Article 155(2) of the Constitution of the Republic of Uganda, public expenditure is required to be authorised and managed in line with approved government budgetary procedures and accountability requirements.
