MP Dr Eunice Otuko to release accountability report since joining Parliament in 2023

“I know very well that UPC has a wider hand, their hearts are clean,” Oyam North MP Dr Eunice Otuko Apio said after her nomination on Thursday October 23.

Speaking to her supporters at Acaba sub-county headquarters, MP Apio said most times, people come back home to unite, to work together.

“We have our brothers and sisters from other political parties and those without parties who are here to be a witness in the nomination of Apio, thank you for coming.

“I am also happy for the party President Jimmy James Michael Akena and your fellow leaders, Secretary General of UPC Fred Ebil Ebil, Brenda Atim Kinyera, National Vice Chairperson of the party, and Imat Santa Alum Ogwang, Oyam District Woman MP. We also have leaders in different capacities, chairpersons from district to sub-county, parish and branch, I welcome you.”

In her quest for a full term in Parliament following her election in 2023, MP Dr Apio will be in Dogapio Parish, Acaba on November 14 for a full campaign rally. “That is where I pass every day to get blessings, and I go parish by parish to mobilise people about the importance of UPC in Oyam North.

“Let me remind you of one thing, as I also confirm to you that today (on October 23), I was duly nominated. In Oyam South, we have Owili Geoffrey, our vibrant flagbearer. I beseech you to vote for him because we want to paint Oyam South, from down to up, red.

“Now here, Oyam North which you all love because of Apio Otuko. Our elder Santa Alum Ogwang, who was the first to join politics before us from Oyam North, our party whip, is contesting for the woman MP. We are three,” Dr Apio explained.

Recalling 6 July 2023, Dr Apio reminded the crowds gathered at Acaba sub-county headquarters that Jimmy Akena informed them he would vie for the Presidency of Uganda. On that day, the Oyam North MP said “Akena received blessings.”

“Because he had come to request blessings from the people of Oyam North. Today, he has come to report back to you following the blessings you all gave him.”

Acting in trust to the people of Oyam North, Dr Apio said on August 14, 2025, President Akena designated her to lead the preparation of his Presidential nomination in honour of Oyam North.

“We collected signstures from 130 districts (30,000 signatures) and returned them to the Electoral Commission. We were given a clear report and assurance that party President Jimmy James Michael Akena had nothing missing,” Dr Apio added.

Dr Apio asked eligible voters in the constituency that on January 15, 2026, they have to emerge from all the corners and use part of Akena’s blessings to vote for her for continued representation and legislation in the 12th Parliament.

“You have put me in the 11th Parliament for a short term and I have performed. I would like to confirm to you that you did not give me that Parliamentary chair because of a title, but you gave me a mandate, a work to do for you.”

Once Parliamentary campaigns are officially flagged off on November 10, MP Dr Apio said she would come back and give a report for the period she has been in Parliament following a by-election in 2023.

“We will also agree on what to do in the next five years when you send me to Parliament next year.”

On that day, Dr Apio donated bicycles (50) to support the UPC party affairs in the parishes and sub-counties in Oyam North.

The bicycles, she said, are for the mobilisation of UPC party members and the masses in Oyam North.
