Leo Elem picks UPC forms to unseat Moroto MP Okwir Odwe

Leo Elem, the Principal of St. Gracious Schools in Lira City, last week picked UPC nomination forms to unseat MP Samuel Okwir Odwe of Moroto county in Alebtong district.

Well placed and articulate, Elem hopes to secure the UPC flag in the August party primaries. On Monday, July 14, 2025, his journey to achieve his political dream and be a member of the 12th Parliament started.

“I joined politics to elevate educational standards though my background is in education. I am committed to ensuring every child has access to quality learning,” he said.

He emphasized that many rural schools lack high-quality exam preparation materials leaving pupils under prepared and panic during final exams.

The panic, he said, is due to “limited exposure to structured assessments.”

Elem’s dedication to education is longstanding. On October 21, 2024, the Lira-based educationist launched an initiative at Alebtong district headquarters, distributing preparatory PLE materials to government-aided schools.

He engaged headteachers and stakeholders to address systematic gaps.

Explaining his political entry, Elem declared: “Moroto needs a leader who prioritizes the next generation. After two terms under the incumbent, voters feel like orphans.

“I stand ready to rescue our people from being instrumentalized for others’ agendas. Enough is enough.”

UPC electoral commission chairperson Hajji Mahmoud Kazimbiraine advised candidates to adhere to the party constitution and election roadmap.
