The Minister of Local Government, Balaam Barugahara, has directed Rwampara District to re-advertise the position of District Engineer following concerns that Julius Ssentamu was appointed when his engineering licence had expired.

Ssentamu was recruited as Rwampara District Engineer on July 1, 2026. However, questions have emerged over whether he met the required professional licensing conditions at the time of his appointment.

In response, Balaam ordered the district to reopen the recruitment process, paving the way for a fresh assessment of candidates for the position. The development has put the district’s recruitment procedures under scrutiny, particularly the verification of professional qualifications and licences before appointments are made.

District engineers oversee critical infrastructure projects, including roads, drainage systems and public buildings, making professional qualifications and compliance with licensing requirements essential. The concerns have also highlighted the responsibility of local governments to ensure that candidates meet all applicable requirements before being appointed to technical positions.
