The territorial Police in Kole district have arrested Ocen Emmanuel aged 22 on allegations of aggravated defilement of a 9-year-old girl.

The incident reportedly occurred on October 8, 2026 at approximately 11 am in Abibuti village, Kole district.

Preliminary information indicates that the suspect allegedly met the victim, a Primary Four pupil at St. Paul Primary School, as she was returning home from her aunt’s residence.

SP Jimmy Patrick Okema, PRO of North Kyoga Region, said the suspect reportedly persuaded the young girl to enter his house, where he allegedly subjected her to sexual intercourse by force.

Upon leaving the suspect’s residence, the victim immediately informed her mother, who subsequently reported the matter to Akalo Town Council Police.

Police responded by arresting the suspect, who was later interviewed and charged accordingly.

SP Okema said on Sunday that a case of aggravated defilement was registered at Kole Central Police Station.

“The scene was visited and documented, and both the suspect and the victim were medically examined using Police Forms 3 and 24, respectively,” he added.

Statements have also been recorded from relevant witnesses as investigations continue.

“Police strongly condemn all forms of sexual violence against children and urge parents and guardians to take appropriate precautions to enhance children’s safety,” Okema urged.

“However, the responsibility to protect children rests with the entire community. Men and all members of the public are reminded to respect children’s rights and refrain from any form of sexual abuse or exploitation.”

The regional PRO said “police remain committed to ensuring that the matter is handled to its logical conclusion.”

He added: “Upon completion, the case file will be submitted to the Resident State Attorney for perusal and legal guidance before the suspect is presented in court.”
