Lango acting Won Nyaci Fredrick Ogwal appoints new ministers 

The acting Lango Paramount Chief, Won Nyaci of Lango under Lango Cultural Foundation, who also serves as Prime Minister, Fredrick Ogwal Oyee, has introduced changes to the leadership of the foundation.

He has appointed Professor Dr. Richard Nam, a former Prime Minister of LCF to take over from Tom Odur Anang as Second Deputy Prime Minister.

Additionally, former Kyoga County parliamentary candidate Felix Adupa Ongwech has been appointed to take over from Ambassador Dickson Ogwang Okul as Minister of Foreign Affairs.

Addressing journalists on Thursday, April 2, 2026, at the Lango Cultural Foundation office located in Senior Quarters, Lira City, the foundation’s Minister of Information, Jacob Ocen, explained that these appointments were made on Wednesday.

He stated that they were intended to fill gaps that had remained vacant due to the other commitments of Ambassador Ogwang Okul and Tom Odur Anang.

Ocen told journalists that the current leadership of the Lango Cultural Foundation, headed by Fredrick Ogwal Oyee, is taking necessary steps to ensure that fresh elections for a new Paramount Chief take place before October 2026.

The election will choose a new Won Nyaci to replace the late former Lango Paramount Chief, Yosam Odur Ebill, who passed away at Lira University Teaching Hospital last year.

He added that Professor Dr. Richard Nam, who previously served as Prime Minister of the Lango Cultural Foundation, will now serve as the leader of government business in his new role as Second Deputy Prime Minister.

These appointments come at a time when preparations for the election of the next Paramount Chief are soon to begin. Dr. Nam is currently serving as the head of the Okiiamat lan.

Currently, Felix Adupa Ongwech serves as the Minister of Science, Technology, and Innovation in the Lango Cultural Foundation leadership, with the additional role of acting Minister of Foreign Affairs.

When contacted for comment regarding his appointment, Professor Dr. Richard Nam said, “I have accepted this position without any hesitation. This is because our late Yosam Odur Ebii taught us to respect elders and follow all guidelines related to the leadership of Lango culture.”

Professor Dr. Nam continued that since the government restored the authority of cultural matters to different cultures in the country, the late Yosam Odur Ebill registered Lango culture in the Uganda Gazette as the Lango Cultural Foundation.

“For that matter, the current legitimate name in the Uganda Gazette is known as the Lango Cultural Foundation. Our work is to add value and promote our culture in the community,” he said.

In an interview with our reporter, Felix Adupa Ongwech also thanked the acting Lango Paramount Chief, Won Nyaci Fredrick Ogwal Oyee, for trusting him with another position. “We shall work together to develop the future of the Lango Cultural Foundation,” he said.

Jacob Ocen informed the public to be patient regarding the ongoing court matter between the Lango Cultural Foundation and the Lango Cultural Institution, now headed by Dr. Eng. Moses Michael Odongo Okune.

According to Ocen, the Lango Cultural Foundation was surprised in Kampala on March 31, 2026, to hear that the Lango Cultural Institution is requesting dialogue between the two parties.

This follows the court case currently ongoing between the two parties, where the court has adjourned the case until April 24, 2026.
