ASP Ebong Dickens Louis, the District CID Officer attached to Kole district (Central Police Station), has been arrested by police following an allegation of rape.
On Tuesday, April 21, 2026, he reportedly raped Adong Patricia, a Senior Five student of Akalo Comprehensive Secondary School, at the police barracks. It is claimed by the victim that Ebong repeatedly forced her into sexual intercourse and he constantly “finger fucked her.”
Speaking to our reporter on the phone on Tuesday, April 22, 2026, the victim said: “It is true that Ebong requested me to come and collect a textbook. However, upon reaching his home at the police barracks, he began harassing me for sex.”
She stated that he immediately pulled out a pistol and threatened to kill her if she raised an alarm.
Adong added that after he refused to sleep with Ebong, he threatened her life with his pistol and had sex with her using finger penetration.
Unfortunately, she has been undergoing tonsillectomy medication and could not scream, she said. “I went there to collect a textbook, but upon reaching there, Ebong told me, ‘You, I don’t have any book. Only that I like you, and that is why I decided to call you to my place’.”
William Olila, the victim’s father, confirmed that by the time he reached the scene, his daughter had been locked inside Ebong’s house. Upon his arrival, Ebong refused to open the door.
According to SP Jimmy Patrick Okema, the North Kyoga Regional Police Public Relations Officer, the incident took place on April 21, 2026, at approximately 1:30pm.
It is alleged that D/ASP Ebong Dickens Louis, the District CID Officer attached to Kole District and a resident of Kole Police Barracks, lured the 19-year-old student to his residence under the pretext of giving her a history book said to have been brought by his sister, SP Okema told the press.
“Upon the victim’s arrival, the suspect reportedly paid for her boda boda transport and ushered her into his room. He then allegedly locked the door and demanded sexual intercourse.
“When the victim asked about the whereabouts of the said sister, he claimed that she had gone to fetch water. It is further alleged that the suspect forcefully pushed the victim onto the bed, partially undressed her, and attempted to sexually assault her. The victim reports that although inappropriate contact was made, there was no confirmed penetration.
Okema added that the incident was interrupted by external noise and a phone call received by the suspect, who then dressed up, concealed the victim under the bed, and locked her inside the room. “She was later rescued when police officers, in the company of the suspect, returned and opened the premises.
The matter was reported at Kole Police Station at about 6:20pm the same day by Olila William, 63, a retired UPDF corporal and resident of Banya Cell, Western Ward “B”, Kole town council.

He added that police have since taken the following actions: the scene of crime was visited and documented by the regional team and the Kole District Scene of Crime Officer; a sketch plan was drawn; statements were recorded from the victim and her parents; a Police Form 3 (PF3) was issued to facilitate medical examination of the victim; and the suspect has been arrested and formally charged.
SP Okema stated that investigations are ongoing, adding that efforts are underway to formally retrieve and analyse the medical report, interrogate the suspect further, subject him to a PF24 medical examination, and obtain documentary proof of the victim’s actual age.
“The police condemn all acts of sexual violence, especially those involving abuse of authority, and reaffirm their commitment to ensuring justice is served,” said the PRO.
