SP Henry Ayebare has praised the Kiira Region police top leadership led by SSP Charles Nsaba for championing the path toward a stable future for officers.
SP Ayebare, the head sales and marketing, Duty Free Scheme and Supermarkets at Nsambya Duty Free headquarters, said SSP Nsaba has encouraged and made it easier for them to access cheap building materials at subsidized and tax-free rates at its regional duty free shop located in Jinja Police Main Barracks in Jinja City.
According to available statistics, Kiira Region has registered tremendous success in improving the welfare of officers through the Force’s welfare arm of the Duty Free Scheme and Supermarkets.
SP Ayebare disclosed this during the ongoing monitoring and evaluation meeting held at Kiira Region’s boardroom on September 23.
He further noted that officers of all ranks, especially junior officers, have fully embraced the program. He thanked the esteemed development partners such as Exodus Sacco, Steel and Tube, Simba, Uganda Baati, Goodwill, and Hima, among others, for their strategic partnership and collaboration in enabling officers to construct modern housing for their families.
The RPC Kiira Region, SSP Charles Nsaba, thanked the top management of the Duty Free Scheme and Supermarkets for their strong commitment and sincere interest in providing sustained security and stability for officers in owning decent homes, adding that it boosts morale, discipline, performance, and professionalism.

SSP Nsaba suggested that the Duty Free Scheme and Supermarkets leadership should consider implementing a policy of delivering duty free products to final destinations to minimize transport costs in the near future.
He added that internal control measures should also be strengthened to avoid unscrupulous individuals from misusing the intended strategic purpose and guidance of the IGP on the Duty Free Scheme and Supermarkets.
Supermarkets will soon be rolled out, starting with the Kampala Metropolitan Police (KMP) area and subsequently Jinja and other places.
The beneficiaries of the Duty Free Scheme are serving police officers, retired officers, and civilian staff. Kiira Region offers a wide range of products including tiles, iron sheets, cement, and iron bars.
The Manager of Kiira Region Duty Free Shop, SP Nakibuule Annet, stated that both male and female officers have taken the welfare question seriously to avoid embarrassing situations when officers retire with no home.
She added that she has construction consignments ready to serve all officers in the region with convenience, encouraging them not to be left behind in the housing scheme.
