Oyam North MP Dr. Apio Otuku picks UPC nomination forms

Oyam North MP Dr. Eunice Apio Otuku has collected nomination forms to contest for the Oyam North parliamentary seat in the 2026 general elections.

Hajji Mahmoud Kazimbiraine, chairperson of the UPC electoral commission, addressed aspirants and incumbent politicians on day one of the exercise at Uganda House in Kampala.

He urged party members to respect the party constitution and adhere to the roadmap for the 2025–2026 general election preparations.

Kazimbiraine announced nomination fees, with presidential aspirants mandated to pay shs20 million, Members of Parliament, shs 1 million, and City Mayors and LC IV Chairpersons shs 500,000.

Speaking to journalists in Kampala after collecting her forms, Dr. Apio expressed unwavering confidence in securing the seat. “I am poised to represent my people of Oyam North in the 12th Parliament under UPC.”

She dismissed concerns about rivals, stating, “I am undeterred by opponents from other parties. In the last by-election, I defeated all contestants.”

Dr. Apio election followed the death of former State Minister for Industrial Relations in the Ministry of Gender, Labour and Social Development, Charles Okello Engola Macodwogo.

Ahead of the next general elections, she’s prioritizing healthcare and education. Outlining her priorities, Dr. Apio emphasized her professional background.

“Oyam North Constituency needs leaders who prioritize people’s welfare. As a doctor by profession, my focus will be healthcare first, education second, followed by other manifesto commitments to safeguard lives.”

Highlighting Oyam North’s numerous sub-counties and town councils, Dr. Apio pledged. “I will lobby Parliament to tarmac all access roads in the district to boost local businesses.”

She specifically mentioned improving the main road connecting Oyam town council to Loro town council in Oyam South.

Asserting her frontrunner status, Dr. Apio declared, “I was the first to collect forms and will emerge first in the general election. I will not fail the people of Oyam North.” She added, “I see no competitive challengers in the UPC primaries.”

Dr. Apio noted she currently supports over 50 bright students in her constituency through full bursaries, but stressed that this is “insufficient.” “In Parliament, I will elevate educational standards across the entire district.”

UPC primaries are scheduled for August 2025 to select a single flag-bearer who will compete against candidates from other parties in the general elections.

Oyam District is currently represented by three female UPC Members of Parliament, Dr. Eunice Apio Otuku, Oyam North, who joined Parliament in 2023, Minister Betty Amongi, Oyam South, and Santa Alum, district woman MP.
