The Uganda People’s Congress (UPC) has commenced its nomination process ahead of the 2026 general elections. James Ocen, widely known as “Agipi,” has collected nomination forms to contest for the Lira City East Division parliamentary seat.
As aspirants picked forms, chairperson of the UPC electoral commission, Hajji Mahmoud Kazimbiraine, addressed them on day one at Uganda House in Kampala.
He urged party members to respect the party constitution and adhere to the roadmap established for the 2025–2026 general election preparations.
James Ocen, Managing Director of Gift Life Clinic and Faith Senior Secondary School in Lira City, collected his nomination form to contest first for the UPC party flag.
Speaking to journalists in Kampala, Ocen expressed unwavering confidence in securing the parliamentary seat, saying he’s confident to represent Lira City East in the 12th Parliament under UPC.
“In the last election, party president Jimmy Akena defeated me by a small margin, and I finished second among all contestants,” he said.
Ocen, a medical professional, outlined his priorities. “Lira City East needs leaders who prioritize people’s welfare. My focus will be healthcare first, education second, followed by other manifesto commitments to safeguard lives.”
Lira City East Division covers Ewal, Adekokwok, Negtta, Railway, and Central. “I will lobby Parliament and the government to tarmac all access roads in the constituency to boost local businesses.”
“I was the first to collect forms and will emerge first in the general election. I will not fail the people of Lira City East,” Ocen said. “I see no competitive challengers in the UPC primaries.”
UPC primaries are scheduled for August 2025 to select a single flag-bearer who will compete against candidates from other parties in the general election.
