Mao-Museveni deal: ‘conscience’ rewards DP Pres. General as green expected to enjoy

UPC, like Mao’s DP is working with the NRM government, except, only Mao-Museveni deal was made public.

Kampala – July 21, 2022: Uganda has finally got its full-time Justice and Constitutional Affairs Minister – quite some months after the office [Ministry] was under a caretaker Minister. Since a major cabinet formation for the 2021-2026 periods, President Museveni did not appoint a Minister of Justice.

In January 2022, Museveni appointed the current Minister of Public Service Muruli Mukasa as acting Justice Minister. Later, there would be speculations that the next minister would be the former FDC man – Abdul Katuntu, Bugweri County MP.

With that view in mind, Museveni, Uganda’s president since 1986 was cohabiting the man who never gave him hard political times. This man in question [was] is Norbert Mao – the President General of the Democratic Party [DP].

Mao, in the build-up to Thursday’s shock cabinet appointment, had met Museveni at State House Entebbe on Wednesday where the two politicians signed a “cooperation agreement”. 

Inside the cooperation agreement, although not put in black and white, a source in the DPC party said “every loyal DP member will be rewarded” with the party leadership and with the government.

“We have learned a lot in the past decades where some of our members got roughed by the regime agents over protests; during political campaigns and elections, and others. Signing the accord gives us hope – brings us together under one family with both Museveni and Mao in the lead,” the same source added.

This person also stated on Wednesday evening that “we don’t have to oppose everyone, each time for our major aim as a country is to unite the entire continent [Africa]”. The two principals, according to the source are into it.

Soon after Mao’s appointment, the full content of the cooperation agreement was released with DP President to take Justice Minister position and another DP member appointed a junior minister.

Politically, Mao or DP is not the first political party in Uganda to work with the ruling government.

According to President Museveni, the Uganda Peoples Congress [UPC] under the leadership of Jimmy James Michael Akena Obote accepted to work with him.

Although the UPC-NRM cooperation agreement was not made public as Mao’s, it was proven beyond doubt as Akena’s wife – Betty Amongi is the Gender, Labor, and Social Development Minister. Amongi who is also the Oyam South MP was appointed Lands Minister before her later appointment as Kampala Capital City Authority Minister.

Back to Mao and DP, President Museveni praised Mao on Wednesday. “I salute the DP leadership for this gesture of mature, foresighted, and constructive politics.”

On Thursday, before the appointment, Mao spoke via his official Twitter handle about working with NRM: “Therefore we will not fear though the earth gives away, though the mountains be moved into the heart of sea, though it waters roar and foam, though the mountains tremble at its swelling. Selah” Psalm 46:1-3.

Other appointments 

Peter Ogwang has been appointed State Minister for Sports, replacing David Hamson Obua. The latter has been appointed Government Chief Whip.  

Also appointed was the Agago Woman MP, Akello Beatrice Okori as Minister of State for Economic Monitoring in the Office of the President.

Kabambya County MP, David Kabanda is some of the ruling party politicians to congratulate Mao. “…. I also applaud the one-man army C/Man Mao for the bold move he took and congratulate him on his appointment. It’s about working for the people not merely opposing.”
