Uganda’s Chief of Defence Forces, Gen Muhoozi Kainerugaba, has announced an ambitious economic target of attracting at least $20 billion in investments into the country by 2031. In a message shared on his official X account on November 5, 2026, Muhoozi said attracting major investments would be part of his plans for Uganda’s future. The announcement has attracted attention as he continues making public statements about the country’s development priorities.
Muhoozi did not provide a detailed breakdown of the sectors expected to generate the proposed $20 billion or explain how the target would be achieved. However, his statement points to an ambition to attract significant capital into Uganda over the next five years, potentially involving both local and international investors.
In another post, the army chief outlined his proposed approach to foreign investment, saying all foreign investments entering Uganda would be approved by him. He added that tax holidays would only be offered to investors he considers serious, suggesting that he wants greater scrutiny over investment incentives and the projects receiving government support.
Muhoozi also highlighted the need to prioritise high-end international brands, particularly in Kampala and Entebbe. His comments suggest that he wants to attract businesses and investors capable of establishing major commercial operations in some of Uganda’s most prominent urban centres.

Infrastructure development also featured prominently in his latest messages. He promised that every road in Kampala would be repaired, declaring that eliminating potholes would be his number one priority. He also spoke about involving leading international urban planners in the country’s development planning, although he did not explain how the proposed arrangements would work.
The proposed investment target comes as Muhoozi has increasingly spoken about Uganda’s political and economic future ahead of the 2031 general elections. He previously declared his intention to seek the country’s presidency in 2031, an announcement that has placed his political ambitions at the centre of public debate.
His latest economic proposals are therefore likely to attract attention from business leaders, investors and political observers. However, attracting $20 billion would require clear investment policies, reliable infrastructure, access to financing, investor confidence and effective implementation of proposed projects. No detailed implementation framework or timeline has yet been announced alongside the target.
For now, Muhoozi has put forward a major financial ambition for Uganda, with 2031 as the deadline. Whether the country can attract the proposed investment will depend on the policies, institutions and practical measures put in place to turn the announcement into actual projects, businesses and jobs.
