Leaders associated with the ruling National Resistance Movement (NRM) and the Patriotic League of Uganda (PLU) have condemned the alleged assault of TikToker Ocan Survivor in Gulu City, reportedly over his criticism of Chief of Defence Forces Gen Muhoozi Kainerugaba.

The incident sparked public outrage after videos circulated on social media showing Ocan being slapped and questioned by individuals allegedly linked to the two political groups. Stella Alimocan, popularly known as Otangalu, was also heard speaking during the incident.

Ocan, who has previously criticised Gen Muhoozi while expressing support for National Unity Platform leader Robert Kyagulanyi, reportedly said he was targeted because of his online comments. In another clip, Alimocan questioned him about people allegedly funding his criticism of individuals in the Acholi Sub-region.

Alimocan denied physically assaulting Ocan but defended what she described as traditional disciplinary practices. She also denied that he had been tortured, claiming he was healthy and in police custody. However, security personnel in Gulu reportedly said they had no record of him being detained in the city.

Kamba Amir, the Deputy Resident City Commissioner for Bardege-Laroo Division, described the alleged assault as unfortunate, arguing that even if Ocan had made offensive remarks, physical violence was not the answer.

Tony Kitara, proprietor of Da Covenant, where the incident was reportedly filmed, also condemned the alleged violence and questioned why Ocan had been brought to his premises. He maintained that offensive comments should not be answered with physical punishment.

George Ovola, the NRM registrar for Gulu District, said anyone suspected of breaking the law should be reported to the police instead of being subjected to violence.

He stressed that neither the NRM nor the PLU should support torture and urged those involved to respect the law.The incident has renewed concerns about freedom of expression and the dangers of taking the law into one’s own hands.Authorities were reportedly awaiting a formal complaint from Ocan before investigations could begin, while the identities and roles of those seen in the videos remained unverified.
