Former National Resistance Movement (NRM) Kampala Region vice-chairperson Singh Katongole has warned that the ruling party risks being overshadowed by the Patriotic League of Uganda (PLU), amid growing grassroots mobilisation in support of Gen Muhoozi Kainerugaba’s possible 2031 presidential bid.
Speaking on NBS Television’s Morning Breeze programme hosted by Simon Kaggwa Njala, Katongole urged President Yoweri Museveni to clarify the relationship between the NRM and PLU, saying uncertainty about the party’s future direction could worry its members.
Katongole argued that PLU’s growing visibility was shifting public attention away from the NRM, which has governed Uganda since 1986. He questioned the party’s post-election activities, saying he had not seen much mobilisation since the 2026 elections ended.
He said PLU was initially expected to complement the NRM rather than compete with it for political attention. “If you are thinking straight, you should be worried,” Katongole warned, referring to the pressure group’s growing influence.
The former NRM official also questioned the party’s succession plans as PLU supporters increasingly endorsed Gen Muhoozi, the Chief of Defence Forces and Museveni’s son, for the 2031 presidency.Katongole said the NRM already had established structures for choosing leaders but needed clearer communication about its future.
He identified Museveni as the key figure capable of addressing the uncertainty surrounding the two organisations. However, the NRM has continued undertaking organisational activities, including a reported secretariat retreat in Kiruhura District focusing on internal cohesion, recruitment, discipline and mobilisation for the 2026–2031 period.

Meanwhile, PLU has expanded its grassroots activities while maintaining that it operates as a civic organisation and pressure group within the NRM framework. Katongole’s remarks have reignited debate about the ruling party’s future, PLU’s growing profile and the management of succession ambitions ahead of 2031.
