Gen Muhoozi Kainerugaba, Uganda’s Chief of Defence Forces (CDF), has announced the launch of an operation dubbed Operation Kisasi, targeting criminals in the country. In a statement shared on X, formerly Twitter, Muhoozi said the operation would continue until the targeted criminals had been dealt with.
Muhoozi made the announcement while communicating his position on the fight against criminal activities in Uganda. His message signals an intention to intensify efforts against individuals involved in acts that threaten the safety and security of citizens.
In his post, Muhoozi declared that the operation would not come to an end until the mission was completed. “We have launched ‘Operation Kisasi’ against criminals in the country. It will not end until we finish them,” he wrote on X.The announcement follows his earlier statement in which he spoke of plans for a special operation against people involved in killing, robbery and rape.
In that earlier post, he said the authorities would deal with such individuals in the same way they dealt with the Lord’s Resistance Army (LRA), a rebel group that fought the Ugandan government for years. The launch of Operation Kisasi is likely to draw attention from members of the public who have continued to express concern about violent crime and the safety of communities.
Criminal activities such as murder, robbery and sexual violence can leave victims and their families traumatised, while also creating fear among residents. However, Muhoozi’s latest post does not provide further details about the operation’s objectives, the areas it will cover, the security agencies involved or the methods that will be used.
It is also unclear how long the operation is expected to last or whether the authorities will release an official statement explaining its implementation. The statement also raises questions about how the operation will be conducted in relation to Uganda’s laws and justice system.

While security agencies have a responsibility to protect citizens and apprehend criminal suspects, investigations and prosecutions are important in ensuring that suspects are treated according to the law and that guilt is established through the appropriate legal process. For now, Muhoozi’s message presents Operation Kisasi as an ongoing campaign against criminal activities, with no immediate end date announced. Ugandans will be looking for further communication from the security authorities to understand how the operation will work, which crimes it will target and what measures will be taken to ensure public safety.
