Several job applicants in Hoima District have accused district officials and alleged intermediaries of demanding bribes of between Shs10 million and Shs50 million in exchange for government jobs. The allegations were presented to Local Government Minister Balaam Barugahara during an “Expose the Corrupt” accountability rally at Kigorobya Muslim Primary School on October 10, 2026.
The complaints implicate LC V Chairperson Uthman Mubarak Mugisha, Senior Human Resource Officer Joel Munyagire, members of the District Service Commission (DSC) and other individuals. Applicants alleged that recruitment exercises conducted between July 2025 and March 2026 were influenced by money and personal connections.
Immaculate Kabacanda claimed she paid Shs15 million after being linked to district officials through a workers’ representative from neighbouring Kikuube District but failed to secure an economist position. She suspected that another candidate had offered more money, although this claim remains unverified.
Immaculate Kunihira, an assistant accountant, alleged that she paid Shs10 million through district councillor Hillary Tumusiime for a finance officer position. She said she eventually secured the job after reporting the matter to police and higher authorities. Kunihira further claimed that Mugisha refunded the money and pressured her to withdraw her complaint. Mugisha has denied wrongdoing and said police are investigating.
Other applicants reported similar experiences. John Tumusiime alleged that he was asked for Shs10 million for the district commercial officer position, while Fred Wandera, acting Buraru Sub-county chief, claimed he was asked for the same amount for an assistant town clerk job. Both alleged that other candidates were appointed instead. The complaints also involved senior health and education positions. Medical professional Nicholas Magambo Kwikiriza reportedly alleged that he was asked for Shs50 million for the district health officer position before leaving for a similar job in Masindi District.
Sam Ayebale also claimed he was asked for Shs27 million for the district education officer position.Beyond the alleged bribes, complainants questioned appointments and operations within the District Service Commission, including the appointment of an acting secretary and claims that internal promotion opportunities had not been advertised since Hoima District was separated from Hoima City.

Investigations would need to establish whether money changed hands, whether any payments influenced recruitment decisions and whether recruitment procedures were violated. The named individuals are entitled to respond to the allegations, while Mugisha has denied wrongdoing and said police are investigating.
