Gen Muhoozi Kainerugaba has said government ministers must obtain his permission and clearance before travelling outside Uganda. Muhoozi made the remarks in a post on X on September 26, 2026, while questioning a recent trip to Türkiye by Minister of State for Foreign Affairs Haruna Kyeyune Kasolo.

“All ministers need my permission and clearance before leaving the country. I did not clear Hon. Kasolo to visit Turkey. He will explain,” Muhoozi posted. He added that ministers are required to notify him before leaving Uganda, further placing Kasolo’s trip under scrutiny.

Muhoozi also announced that ministers who travel without his permission would face a shs30 million fine, saying the money would be used for road construction.

Kasolo is the Minister of State for Foreign Affairs in charge of Regional Affairs and has recently been involved in Uganda’s diplomatic engagements in the region and abroad.

His reported engagements in Türkiye have included discussions on trade, healthcare, investment and coffee processing, according to reporting on the visit. According to the angry Gen, he will make sure that.
