Assistant District Health Officer for Maternal and Child Health, Kole district, has been convicted of personating his brother following successful prosecution by the Inspectorate of Government (IGG).

Egwang Martin, aka Omara Sarafino, was charged under case file No. 67 of 2026.

The IGG court further sentenced him to a fine of shs1 million on each count and, in default, one year’s imprisonment on each count to run consecutively.

Sarafino has been dismissed from public service after it was established that some of the academic documents he used to secure his employment did not belong to him, while others were forged.

The court ordered that all academic documents obtained by him under the name Egwang Martin be cancelled.

In 2017, Omara Sarafino impersonated his younger brother, Egwang Martin, who is an engineer at Busitema University.

He applied for promotion on transfer from Apac DLG, where he was serving as a nursing officer, to Kole district to work as Assistant DHO (maternal Child Health) Kole.

While applying for the job, he used the UCE certificate for his brother and also used a forged Post Graduate Diploma in Administration and Management from Uganda Martyrs University.

He was shortlisted, interviewed and appointed as such. Before that, he had also presented a forged UCE certificate to get employment in Apac DLG as a nursing officer.

On the day of his judgment, IGG was represented by William Moses Ntumwa, Principal Inspectorate Officer, and Milly Namuwanga, an Inspectorate Officer.
