Ugandans must be alert 24/7 to be safe as terrorists plan to attack the country from the Democratic Republic of Congo (DRC).
The revelation was made by Richard Otto, Chief of Defence Intelligence and Security, Uganda People’s Defence Forces (UPDF) while appearing before Parliament’s Defence and Internal Affairs Committee.
Otto and the delegation had submitted their 2026/27 Ministerial Policy Statement for the Ministry of Defence and Veteran Affairs for scrutiny.
He (Otto) also informed the committee that internally, the Islamic State for central Afghan province and Al Shabab are continuing to plan and conduct attacks in Uganda from eastern DRC.
These groups, he said, are supported by a network of collaborators in the region and these attacks are being conducted through social media.
“The group coordinates its activities using online and encrypted platforms including WhatsApp, Telegram and Signal among others. UPDF, counter-terrorism forces, continue to conduct disruptive operations to detect and disrupt terror activities in the country,” he said.
Since January 2026, over 30 suspects involved in ADF activities have been arrested and are undergoing the justice system, he announced.

The Uganda People’s Defence Forces (UPDF) has also provided an update on the security situation in Uganda, revealing that since January 2026, 250 people have lost their lives as a result of violent crimes.
Otto, speaking on behalf of the UPDF during the committee meeting, revealed that shs2b has been lost through criminality.
