Alebtong health boss Dr. Odung remanded to Luzira: former CAO, CFO summoned 

The State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP) on Tuesday arraigned Dr. Tonny Odung, the District Health Officer of Alebtong district before the Anti-Corruption Court.

Dr. Odung is facing a charge of causing financial loss to the government, specifically concerning the alleged irregular payment of shs165,520,800.

On Tuesday, February 24, 2025, the court heard that Dr. Odung, alongside the former Chief Administrative Officer (CAO) of Alebtong and Lira districts, Ben Otim Ogwette, and the Chief Financial Officer (CFO), Andeoye Stephen—who remain at large—allegedly orchestrated an irregular payment.

The payment of shs165,520,800 was made to Otada Construction Ltd without securing the required advance payment guarantee.

The funds were intended for the upgrade of Angweta Health Centre II and Angwei Health Centre II to Health Centre III statuses during the 2019/2020 financial year.

The court further noted that following the alleged misappropriation of funds, Otada Construction Ltd abandoned the project, resulting in a direct financial loss to the government.

As a result of these allegations, Dr. Odung has been remanded to Luzira Prison. He is scheduled to remain in custody until March 5, 2026.

Meanwhile, criminal summons have been issued for the former CAO and CFO, compelling them to appear in court on the same date for their plea to be taken.
