Kiira region police strategies boost community safety

The successful collaboration between Kiira region and the general public continues to yield positive results in fighting organised crimes such as aggravated robberies, murders, defilements, and torture.

The policing strategies and initiatives have enhanced public safety and security, significantly fostering community pride in Busoga.

Under the strategic guidance and command of RPC SSP Charles Nsaba, tremendous success has been registered in combating aggravated robberies, murders, and theft of motorcycle number plates in Mafubira, Mpumudde, Bugembe, and Walukuba in Jinja City.

For instance, three key suspects have been arrested and charged with aggravated robbery and the murder of Moses Itwalume, 60, a security guard at a boda boda parking yard in Nakabango.

The incident occurred on October 15, 2025, at Nakabango Cell, Namulesa Ward, Jinja Northern Division. Itwalume was murdered, and two motorcycles—UMA 493FK belonging to Stewart Kadyama and UGE 908P belonging to Amos Mutono—were robbed.

The suspects, David Kigenyi, Adam Magere, and Fred Kato, are in custody, and the murder weapon (a hoe) was recovered. The deceased was a key witness in a land matter scheduled for hearing on October 16 at Jinja Court. The motive of the murder is yet to be fully determined.

The second incident involves a racket of suspected criminals stealing motor vehicle number plates and extorting money from unsuspecting individuals in Jinja City using a mobile phone registered in the name of Justine Nankya (0744963863).

The prime suspect, Wilson Asiimwe, was arrested from a betting house in Mafubira and found in possession of the said SIM card. He had been residing in a lodge in Bugembe.

An accomplice, Abudallah Menya alias Salongo, is also in custody. Kiira Regional Flying Squad and the Joint Intelligence Team tracked the suspects, who had been stealing number plates in Mpumudde, Walukuba, and Wanyange.

Over twenty victims have identified the SIM card, and their statements have been recorded. Any other victims are advised to report and open cases for further investigation.

In July 2022, Simon Olowo and others were convicted and sentenced to fourteen years at Kirinya Prison. Olowo, a resident of Gwara Gwara Village, Kisoko Subcounty, Tororo District, led the racket and had developed a ten-year theft and extortion scheme (2021–2031).

The third success story involves the aggravated robbery of motorcycle UGG 556A and the murder of boda boda rider Emmanuel Ntambi, 20, of Namwesi, Mbiko, Njeru Municipality, Buikwe district.

The incident occurred on October 18, 2025, at the premises of Uganda Response Development Capability (URDC) Level II in UPDF Gaddafi Barracks. Intensive tracking led to the arrest of six suspects, including the prime culprit, and recovery of exhibits of evidential value.

The suspects are Solomon Nowarinda (prime suspect), Arafat Busulwa (accomplice), Yokania Kevin Mukama (suspected notorious motorcycle thief and parking yard owner), Kassem Kiryowa (parking yard attendant), one UPDF officer, and one police officer whose identities are withheld to avoid interfering with justice as they are yet to be interrogated.

Recovered exhibits include a knife, hammer, warm suit, blood samples, and motorcycle UGG 556A, recovered from Mukama’s parking yard. Technological evidence implicates all suspects before and on the fateful day.

According Kiira Region Police PRO, SP James Mubi, the general public has greatly appreciated the policing strategies and initiatives of the Regional Police Commander for their dedicated service in ensuring continuous public safety and security.

“The public has guaranteed continued support toward preventing and reducing crime in the area by sharing timely information and addressing contributing factors such as lack of opportunities, poverty, and ideological disorientation,” Mubi noted.
