It was irregular! Queen Dorothy gives Museveni, Todwong 7 days over Oyam NRM polls

If one of the district chairperson candidates’ demands are not met within 7 days, the Oyam district NRM elections on May 23, 2025, may face legal battles and be rendered “wasteful.”

Queen Dorothy Amolo was nominated for the NRM district chairperson, along with Bosco Onyik Ogwal, Okello Engola Junior, and Patrick Ogwal Ojok.

However, on election day, Amolo claimed she was blocked after a massive mobilization of delegates to vote for her.

As a result, she has made her intention to sue the Oyam district NRM registrar Jackoline Adong, Secretary General of NRM (Richard Todwong) and H.E. Yoweri Kaguta Museveni.

In her notice of intention to sue which tndNews got a copy on Monday, Queen said she intends to sue Museveni in his official capacity as National Chairperson of the NRM.

Her notice, titled “Unlawful Disqualification from NRM District Chairperson Race, Oyam District and Intent to Pursue Legal Action,” Queen listed 22 facts and 5 demands.

Among the facts, she said after confirming her eligibility with both the village registrar of Oboloyibe A and the Acaba Sub-county Registrar, she proceeded to make payment of nomination fees on May 20, 2025 into the official bank account of the NRM.

That on May 21, 2025, she submitted the payment slip to Ms. Jackoline Adong who duly and formally nominated her as a candidate for the position of NRM district chairperson for Oyam.

Queen Amolo added that her nomination for the position of NRM district chairperson for Oyam district was lawful, valid and fully recognised by the party until she was arbitrarily and unlawfully disqualified on the voting day.

She has tagged NRM registrar, Secretary General and National Chairman as defendants 1, 2 and 3, respectively.

“The defendants are now estopped from denying my lawful candidacy and membership in the NRM. Having induced me to rely on this lawful nomination and to incur substantial expenses and obligations in the course of my campaign, the defendants cannot now disown or reverse the nomination without justifications…”

On May 24, she said the “1st defendant abruptly raised a concern through my designated agent regarding my membership status in the NRM. This concern was immediately addressed and resolved on the spot through confirmation by both Village Registrar and the Sub-county Registrar, who affirmed that I was a duly registered party member.”

By 11am on voting day, Amolo, in her notice to the intended defendants, said “her team had received and registered over 375 out of the 480 eligible voters who showed up at our camp prepared to vote for me.”

Additionally, she said her experience in the 2025 district chairperson race closely mirrors what she went through in 2023 when she contested in Oyam North Parliamentary by-election following the death of Hon. Charles Okello Engola.

“Although I was initially cleared to campaign, the NRM party leadership abruptly ring-fenced the seat for Engola Junior, a candidate widely seen as unpopular just 12 hours before the vote, after I had traversed the constituency to mobilise support.”

The above, and other fact, she said is a denial of her constitutional and political rights, violation of internal party rules and code of conduct.

She cites electoral fraud and internal sabotage by deliberately interfering with the electoral process through collusion with rival candidates.

Queen said the above intended defendants have misused office and caused breach of fiduciary duty and failure of duty of care by engaging in improper and prejudicial conduct while holding a position of responsibility.

Demands 

She demands cancellation of the results of the NRM district chairperson election for Oyam held on May 23.

Queen also demands immediate organisation of fresh elections for the position of NRM district chairperson with Queen Dorothy Amolo reinstated as a duly nominated and eligible candidate.

Payment of social damages amounting to shs104,470,000 to compensate for campaign expenses incurred.
