Police arrest pro-Amongi “content creator” Ayeny for hate speech and cyber harassment

Lira | On March 7, territorial police at Lira City Central Police Station (CPS) apprehended Ayeny Tom, 40.

Police say the ICT expert, also known as Ayeny Angulo, was arrested for allegedly writing and circulating harmful messages on WhatsApp platforms.

Okello Peter Odeke, the principal administrative officer at Lira Regional Referral Hospital, filed a report with the police, which led to his arrest.

SP Jimmy Patrick Okema said on March 7, 2025, Okello Peter Odeke reported the above case of an unknown person who is alleged to have posted a negative propaganda message on some WhatsApp forums describing Lira Regional Referral Hospital as full of dead bodies unattended to.

At the same time, SP Okema said Ayeny incited the local community.

“The person went ahead and attacked Hon Dr Jane Ruth Aceng Woman MP Lira City and Minister of Health claiming that the 10,000 sick people can’t wait for her medical camp? These messages have intentions to undermine and discredit the government efforts towards provisions of good health services at the facility.

A case was registered at Lira City CPS, the telephone number that sent this harmful messages on WhatsApp has been retrieved and the owner identified as Ayeny Tom 40 year old a resident of Central Park in Lira City East Division was apprehended and detained at police cell at Lira City CPS to support investigations.

According to SP Okema, preliminary findings indicate that the suspect could have been used by someone on grounds of politicians’ gains.

“We want to strongly warn and advise those with similar intentions to avoid that and protect themselves from being perpetrators,” he warned.

Casefile is being compiled for submission to RCSA for perusal and legal advice on the preferred charges, SP Okema said on Friday.

Ayeny is a strong supporter of Betty Amongi, the Oyam South MP who has expressed an interest in running in Lira City in 2026.

He is known as one of Amongi’s “content creators” and the primary propagator of her “propaganda” messages.
