Dokolo | The chairperson of Bardege SACCO Limited is being held in custody by police in Dokolo district in connection with Parish Development Model (PDM) issues.
Various group chairpersons and district technocrats have been arrested nationwide, according to multiple reports since the government implemented the PDM to improve community livelihoods.
Babra Akech, Dokolo’s Resident District Commissioner (RDC), confirmed the arrest of Okwanga Sam, the chairperson of Bardege SACCO Limited, which is located in Bata Sub County, Dokolo North.
Okwanga’s arrest was the result of allegations of misusing PDM guidelines, according to RDC Akech. It was reported that he and his secretary processed a voucher card for an elderly woman who was a program beneficiary, but then diverted the payments to someone who did not live in the area, claiming that the voucher had been lost.
Akech also revealed that some group leaders have negative biases, which has resulted in missed payments to beneficiaries.
She emphasized that security measures would be enforced, and that those who failed to fulfill their responsibilities would face legal consequences.
Akech also warned the local community about the consequences of ignoring advice.

The RDC stated that the ongoing PDM issues in Dokolo district are the result of the community’s need to change their mindset and gain a better understanding of the program.
“We are facing numerous challenges regarding PDM matters, which has led to public questioning about why those arrested in connection with PDM issues do not appear in court. This delay is due to the lengthy investigative procedures required by the police,” she explained.
Akech promised that the Ministry of Trade and Local Government would be informed about the situation to ensure that justice is served.
