Kampala |On Monday, President Yoweri Kaguta Museveni named the “new” Resident District Commissioners (RDCs) and Deputies, as well as Resident City Commissioners.
According to Buyinza Adam Luzindana, Museveni’s move is “bold” to restructure the government and ensure effective implementation of the NRM manifesto and Uganda’s Vision 2040.
Luzindana, CEO of Public Opinions, has advised the newly appointed RDCs to prioritise their constitutional duties of serving the people and the President over catering to political masqueraders and land grabbers.
The former regional chairman of the NRM Youth League Kampala emphasised the importance of RDCs carrying out their duties diligently and without fear of intimidation from powerful individuals claiming ties to the President or First Family.
Luzindana, the renowned leader of the NRM Poor Youth, reminded them that their primary responsibility should be to educate the public about how to take advantage of important government projects, as the President is interested in localising NRM policies and programs.
“Ignore masqueraders and so-called powerful people in the districts and execute your duties without fear from such political mafias,” he empathised.

He also advised the RDCs to avoid corrupt practices and instead assist the government by monitoring its programs and educating people on how to benefit from key government projects and programs.
“As the chairman of the District Security Committee, RDCs are expected to be patient, listen to all parties, look for facts before taking action, avoid being influenced by political masqueraders and so-called powerful people.
“If they fail to do as expected, the President will take action against them, and they may regret,” said, adding that he has seen many RDCs falling into traps of masqueraders and people who posture to be connected and powerful.
“The Constitution grants the President the power to appoint RDCs under Article 203, which outlines their responsibilities in ensuring peace, security, and development within their respective districts.

“The Local Government Act provides further guidance on the role and functions of RDCs, empowering them to oversee the activities of local governments, maintain law and order, and coordinate government services within their jurisdictions,” he noted.
Buyinza described his advice to RDCs as a call to action, encouraging them to prioritise their responsibilities and serve the people with integrity.
