Kampala – 20, August 2021: Judith Alyek has Friday been elected the new Lango Parliamentary Group (LPG) Chairperson. She got 19 votes. Her challenger, Paul Omara of Otuke County got 11 votes.

The Kole District Woman MP will take over from Betty Amongi Ongom, the Oyam South MP and a Gender Minister in the NRM government.

Her win was widely projected by some people on few hours before the elections, she was calculated to win.

Prior to her victory, she released her manifesto – suggesting a number of initiatives to drive Lango forward. Below is her manifesto going forward.

Introduction:

I humbly salute you Hon members, colleagues, brothers and sisters of the great family LPG! I would like to take this honour to congratulate you once more for being elected as MPs of the 11th Parliament who automatically become members of LPG.

Aware that I got the opportunity to serve as the treasurer for the group, it gave me a lot of experience creating group cohesion and addressing the emerging challenges there in. This is a great chance for me to step up my leadership position in order to offer better services to the team for a sustainable development in Lango Sub-region.

I therefore, would like to declare my intention to serve as the CHAIRPERSON LANGO PARLIAMENTARY GROUP in the 11th Parliament from 2021 to 2023, a period of two and a half years according to the LPG Constitution, 2016.

I will always serve with Ubuntu Philosophy and make relevant consultations of members on issues that affect Lango as our region.

Great work that requires collective responsibility still lies ahead of us.

January 2014 – Nov 2015: Technical Advisor – Maternal and Child Health/Community Health AVSI Foundation, Uganda.

June 2011 to December 2013: Technical Advisor – Maternal and Child Health, HIV/AIDS and Nutrition – AVSI Foundation, Uganda.

November 2007- May 2011: Senior Health Educator – Dokolo District Local Government October 2000 – October 2007: Health Inspector – Lira District Local Government.

PRIORITIES

Lango Parliamentary Group familiarization tour

This is to identify challenges in particular areas in the 10 districts in Lango Sub-region. The MPs will acquaint themselves with the prevailing gaps during the tour and see how to prioritize them for lobbying for support by government or development partners.

Road Infrastructural development

Poor road network has been one of the main challenges in the region.

The following are the priority roads:

Rwekunye- Apac- Lira-Puranga

The Great North Road; Tororo-Mbale-Soroti-Dokolo-Lira-Kamdini being funded by the World Bank. We should engage the funders (World Bank) and government to consider beginning the road construction from Kamdini not from Tororo.

Namasale-Dokolo-Aloi-Otuke

Corner Morlem-Iceme-Ngai-Bobi Lira-Otuke

Lira-Alebtong-Otuke

Lango War Claimants Compensation

We need to follow up with the President especially with the issue of pending appeal from the office of the Attorney General to enable the disbursement of the 50bn to our people. Other districts that did not suffer the effects of war as much as Lango have started claiming compensation from government about what they term war effects in their areas as raised by some MPs on the floor of Parliament.

Amuka Militia has never been appreciated as pledged by the President. The issue is in court up to now (Amuka Militia Vs Attorney General). We should know where the case has ended and get more information from the Patron (Hon. Felix Okot Ogong)

Agriculture and economic empowerment programs

We need;

Farm inputs to enhance production, e.g. tractors, seeds, ox ploughs, etc.

To demand for more money for our cooperative societies.

Engagement with large scale grain dealers with the intention of having annual MoU with our farmers’ groups/cooperative societies for purposes of entering into organized production and marketing of produce in Lango. Example; Mount Meru, Mukwano, Ngetta Tropical Holdings, etc.

Education

We need to go back to lower education institutions eg. Secondary schools, Technical schools, etc, aimed at improving performance and skills of our children in order to join the existing colleges and Universities e.g., UTC Lira, Abilonino National Instructors College, Lira University, etc to minimize too much intake for external students.

Lack of career guidance; we need to identify Professors and Academicians to give career guidance to our children eg. on radios and other platforms like workshops.

Health

We should advocate for more district hospitals and specialized treatment centers eg. Heart Institute etc. Omoro district in Acholi Sub-region already has an established Cancer Institute.

Strengthening of referrals eg. Provision of ambulance services by government in all the districts.

Promotion of tourism

We need to do the following;

Profiling tourism sites

Promoting the sites

Tourism royals (percentage of the money got from the tourism sites) should be used for the development of Lango.

Uganda Support to Municipal Infrastructure Development (USMID). Lira got 37.6bn for the city roads, construction and completion of Lira Coronation Park and the construction of children’s play park. We need to advocate for more money to develop our city.

Getting support from development partners

There should be non-reliability on government support alone. We need to network with nongovernmental organizations to support our priorities by identifying the NGOs in our region and abroad.

LPG Regional Coordination Office and establishment of Lango Regional Leadership and Development Forum

I propose we establish in Lira City a regional office to coordinate our activities and to store records for LPG. I have realized that we don’t have records of our past LPG leaders and their activities.

In order to ease coordination with various stakeholders in Lango, we should establish Lango Regional Leadership and Development forum that will comprise of; MPs, Religious Leaders, District Chairpersons, Cultural Leaders, Academicians, Business people, NGOs, etc

Monitoring and overseeing implementation of all government programs All the government programs and projects in Lango Sub-region should be monitored at all times to ensure that their objectives are achieved e.g Emyooga, Parish Development Model, UWEP, SAGE, etc.

Exemplary Leadership

LPG should lead by example by engaging in productive and economic activities within their localities to act as centers for demonstration to our people. We cannot preach what we cannot do and expect our people to do it e.g. Dairy production, tree planting, fruit tree planting, poultry, animal rearing, crops, etc. we should as well encourage site visits for learning purposes.

Lango Motto of ‘NOTE EN TEKO’

Finally and most importantly, my leadership will put our feet on the ground together as LPG and to see that the confusions that affect Lango’s ability to push for development agenda brought about by disunity at Lango Cultural Foundation is brought to an end.

Lango should move as a united force. The prosperity of Lango can only be restored if we move as a united people at all fronts.

We are going to engage without fear or favor, the government, Clan Leaders, Lango Community both within and in the Diaspora to come together and say “no to the confusion.” This has kept us backwards by undermining our integrity and capacity to lobby for support and mobilize our people to embark on productive programs.
