The Power Sharing Deal! Museveni, Bobi Wine Peace Talks? Gen Saleh Reportedly Moves to Broker Talks Ahead of 2031 Elections

Fresh reports have emerged suggesting that General Caleb Akandwanaho, popularly known as Gen Saleh, is reportedly making efforts to facilitate possible talks between President Yoweri Museveni and exiled National Unity Platform (NUP) leader Robert Kyagulanyi, popularly known as Bobi Wine. According to claims circulating online, the discussions are intended to ease political tensions and prevent further instability ahead of the 2031 general elections. However, the alleged mediation efforts have not been independently confirmed.

According to information attributed to sources close to the developments, officials sitting on the National Consultative Forum recently met Gen Saleh and presented a list of demands they reportedly want addressed during any proposed negotiations. The issues are said to include people who were allegedly killed, tortured or reported missing, individuals who fled the country, and families whose properties were destroyed during politically related incidents.

The reported demands are believed to focus on accountability, compensation and reconciliation. Sources claim that President Museveni has been informed about the concerns and is reportedly open to discussions aimed at resolving outstanding grievances. Among the issues allegedly being considered is compensation for people who suffered losses, although no official compensation programme or agreement has been announced.

The reports further claim that Museveni is willing to meet Bobi Wine and other opposition leaders if dialogue can help prevent further political violence. Some sources have also alleged that discussions could include opportunities for opposition figures to serve in government as ministers or heads of public institutions. These claims, however, remain unverified, and there has been no public confirmation of such proposed appointments.

Gen Saleh is also reportedly interested in the possibility of a broader political coalition being established before 2031. According to the circulating claims, such an arrangement would bring together representatives from different political groups and potentially reduce tensions surrounding the next election cycle. It is not yet clear whether any formal coalition negotiations have begun or which political parties would participate.

The reports have also linked the alleged reconciliation efforts to the recent release of some opposition supporters who had been facing criminal charges. Claims that their release is part of a wider political understanding have not been officially established. Any such connection would require confirmation from the relevant authorities and the affected political organisations.

Meanwhile, the reports mention continued concern about the situation of opposition figures Dr Kizza Besigye and lawyer Erias Lukwago, with claims that their release has been delayed because of health-related concerns. However, their respective legal and medical circumstances require separate official clarification, and no confirmed agreement linking their cases to the alleged talks has been presented.

If the reported mediation efforts are genuine, they could open an important conversation about political reconciliation, accountability and the future of Uganda’s governance. However, neither Museveni’s alleged willingness to compensate victims nor the proposed meeting with Bobi Wine and opposition leaders has been publicly confirmed. For now, the claims remain unverified, and attention will be on whether Gen Saleh, the government and opposition representatives make any formal announcement about possible dialogue.
