Parliament has ordered the detention of two senior officials from the Office of the Auditor General following the failure to conduct an audit of the Intelligent Transport Management System (ITMS), raising fresh questions about accountability and oversight of government projects.
The officials, Anthony Kimuli, Director of Value for Money and Specialised Audit, and Martin Bamulumbye, Director of Central Government Audit, were directed to record statements and remain in police custody at Parliament until Auditor General Edward Akol appears to explain why the audit was not conducted.
The directive was issued by Hon. Mwine Mpaka, Chairperson of Parliament’s Committee on Physical Infrastructure, as lawmakers demanded answers from the institution responsible for auditing public expenditure.
The ITMS has attracted public and parliamentary attention because of its role in transport management. An audit would help establish whether the system has achieved its intended objectives, whether public funds have been properly managed and whether the relevant procedures were followed.
The failure to conduct the audit has prompted concerns among lawmakers seeking to establish what went wrong and why the exercise was not completed. The committee is seeking an explanation from the Auditor General’s office.
By holding the two officials pending Akol’s appearance, the committee is seeking to bring the matter to the attention of the institution’s top leadership and obtain answers about the circumstances surrounding the missing audit.

The Office of the Auditor General plays a critical role in promoting transparency, examining government expenditure and helping Parliament hold public institutions accountable. The reasons behind the failure to audit ITMS have not yet been established. Akol’s expected appearance before the committee is likely to determine the next course of action as lawmakers seek clarification and accountability over the matter.
