On September 16, police said in a statement that they had apprehended Ogwang Jacob, formerly a defence secretary of LCI of Angwet-angwet ward, Lira City East Division, on allegations of forgery and impersonation.

Ogwang’s arrest followed a report registered to the police at Angwet-angwet by Okwir Moses, LCI chairperson of the area.

SP Jimmy Patrick Okema, PRO of North Kyoga Region, said in a statement that preliminary findings indicate that Ogwang Jacob, on September 15, 2026, at around 8am, issued introductory letters to Angom Jennifer and Akello Shallot.

Angom and Akello are all residents of Angwet-angwet “A” Cell. Their letters bore the stamp of the chairman of LC1 of Angwet-angwet “A”, yet he is not the LC1.

SP Okema said the letters were meant to introduce the two women to the leadership of a microfinance (money lenders) within Lira City.

“Upon picking up the letters from Ogwang, who is said to be the former LC1 defence secretary, the two women were advised by their colleagues that Ogwang Jacob is no longer in the LC1 leadership of Angwet-angwet “A” cell; instead, they should go to Okwir Moses, who is the current LC1, for a recommendation or introductory letters,” SP Okema explained.

The ladies later proceeded to the office of LC1 with the alleged letters issued by Ogwang and subsequently brought the matter to the attention of police.

A case of forgery and impersonation has been registered against him, the police PRO said. “The suspect was arrested and detained at Angwet-angwet Police Station shortly and later transferred to Lira City East Division Police Station.”

By Wednesday afternoon, police investigators were waiting to obtain a search certificate to conduct a search at the home of the suspect to get some exhibits.

SP Okema described the development “as a very serious offence,” advising all former LC1s to avoid illegal deployment and issuing false documents to members of the public in the interest of security.

Anyone found engaging in such illegality shall be arrested and face the law, he warned.
