Chief of Defence Forces Gen Muhoozi Kainerugaba has weighed in on the debate over operating hours for bars and entertainment places, saying Ugandans should be allowed to enjoy themselves as long as there is peace and order.

Gen Muhoozi made the remarks after concerns emerged over an enforcement directive attributed to Minister of State for Youth and Children Affairs Balaam Barugahara regarding the opening hours of bars and clubs.

In a social media post, Muhoozi said decisions on opening and closing hours should largely remain with business owners, provided that they maintain discipline and avoid causing insecurity.

“Opening and closing hours for bars and clubs is up to the proprietors. What we will not tolerate is any form of fighting and violence. Otherwise, Ugandans are entitled to enjoy themselves,” Muhoozi posted.

The statement quickly attracted public attention, with many Ugandans debating the role of government in regulating entertainment businesses.
