Maruzi County Member of Parliament, Peter Obong Acuda, has urged the government, through the Ministry of Education and Sports, to adopt a new funding approach for annexed primary schools.
He proposed that these schools be independently coded and funded directly, rather than depending on meager allocations from their mother schools—which often have fewer learners yet control the distribution of Universal Primary Education (UPE) grants.
The MP made this proposal on Thursday, August 20, 2026, on the floor of Parliament questioning the Ministry of Education’s disbursement of UPE grants, and why funds are channeled through mother schools instead of being sent directly to the annexes that need them most.
According to MP Obong, his call is based on the observation that most annex primary schools across the country currently enroll more learners than their mother schools, which often have lower pupil numbers.
Despite this disparity, the government continues to send UPE grants to the mother schools, which then release only whatever amount they deem fit to the annexes, leaving them severely underfunded.

MP Obong stated that if the government adopts this proposal, it would significantly improve academic performance in nearly all government primary schools across the country.
He added that such a reform would also help address foundational challenges that have long affected learners’ development, particularly when critical issues arise at moments when schools are striving to make progress.
The MP also used the platform to commend Prime Minister of Uganda, Robinah Nabbanja, for her dedicated service and outstanding contributions to national development.
He encouraged her to continue serving the country with the same zeal and commitment.
MP Obong expressed profound gratitude to Prime Minister Nabbanja for her privilege of serving the nation, noting her invaluable mentorship of the younger generation.
He described her as “the most committed Prime Minister in Uganda’s history and urged fellow ministers to emulate her exemplary work ethic.”
