Amolatar graft: State House Anti-Corruption Unit criticised, Gen Muhoozi asked to take charge

Local leaders and whistleblowers in Amolatar district have launched a scathing attack on national anti-graft agencies, among them is the State House Anti-Corruption Unit, accusing them of institutional gridlock and acting as “promoters of corruption.”

Frustrated by a wall of silence, the leaders are now appealing directly to the Chief of Defence Forces and Patriotic League of Uganda (PLU) chairman, Gen. Muhoozi Kainerugaba, to intervene and investigate the State House Anti-Corruption Unit (SHACU) over its prolonged inaction on a massive graft dossier submitted for the 2024/2025 financial year.

The stalled petition implicates former Amolatar district chairman, Ocen Geofrey, and the then Chief Administrative Officer (CAO), Samuel Mpiiwa, in a systemic syndicate that allegedly diverted hundreds of millions of shillings meant for critical public infrastructure.

According to the dossier, the institutional negligence has left several multi-million shilling projects abandoned across the district.

District administration block: Over shs 1 billion in public funding has been injected into the multi-story headquarters, yet the site sits completely deserted with nothing but bare concrete pillars.

Road construction deficit: Full cash allocations were released for over 28 kilometers of critical infrastructure.

However, the Odyak-Agikdak-Acengryeny, Abarikori-Awonangiro landing site, and Ayamawele-Akol-Lubiri roads remain entirely unfinished.

Healthcare collapse: A vital shs200 million children’s ward has been abandoned at the window level. Furthermore, shs200 million earmarked for the Amai Hospital theatre project was reportedly diverted, leaving the medical facility stranded at the roofing stage.

Education mismanagement: Laboratory and administration blocks funded under the Uganda Secondary Education Expansion Project (USEEP) stand abandoned at both Amolatar Secondary School and Namasale Seed Secondary School, while primary school funds were allegedly siphoned off.

The whistleblowers provided specific, actionable leads outlining a sophisticated financial scam. The dossier details an illicit cash-withdrawal system operating through Twinpix petrol station.

It also exposes the illegal fueling of Ocen Geofrey’s personal ambulances, which was disguised as official government vehicle expenditure.

By delaying enforcement actions, community leaders argue that SHACU has not only shielded the corrupt but has also left local informants highly vulnerable to severe retaliation from powerful district officials.

Faced with what they term as “a compromised local government network”, Amolatar leaders are bypassing traditional oversight bodies, whistleblowers say.

They are calling upon Gen. Muhoozi to extend his expanding national anti-corruption crackdown to the district to break the gridlock and restore accountability.
