On May 18, Geoffrey Ocen Kiring formally handed over his LC5 office to CAO Rhoda Oroma.

The event brought to an end his five year tenure as the political head of the Lango West-based district.

In his handover speech, Ocen extended his sincere appreciation to all members for the support given during his term of office, citing a number of developments as there have been varying challenges.

According to him, as of May 18, the district bank account had a balance of approximately shs6.7billion. He revealed varying standing arrears which he urged should be settled by the district.

The arrears include shs12,108,000 as salaries for the district executives for the month of May and June 2021, and shs10.3million for the council.

He also said that as the district still has cases in court. Kiring noted that these cases, some now judged, require the district to pay the complaints.

Ocen, who is now the Kyoga North MP, noted “floating development projects,” calling on the new chairperson and technical staff to make a follow up.

He cited the upgrade of Amolatar HCIV to a district hospital, construction of Akwon HCIII and Nalubwoyo, completion of theater at Etam HCIII, construction of seed schools like Arwotcek, among others.

Meanwhile, Ocen handed over the district staff, grain milling machine, six ambulances, one double cabin and office equipment, among others to CAO.

He quoted Ecclesiastes 3:1 and former British Prime Minister John Major in the 1990s when handing over office to his successor Tony Blaire, “When the curtain falls even the best actors have to leave the stage.”

CAO Oroma who now takes control of the office congratulated Ocen for his ultimate support to the district. She requested him to use his office as the MP for Kyoga North for the benefit of Amolatar.

As for May 20, 2026, the office of the chairperson remains under CAO as it awaits the swearing in of the new district leadership scheduled for Thursday, May 21.
