Alebtong staff award CAO Olaboro cow and money as farewell gestures

The Deputy Resident District Commissioner (DRDC) of Alebtong, Matthias Lutwama, has called upon all heads of departments including town clerks, senior assistant secretaries, and all civil servants—to work diligently with the new Chief Administrative Officer (CAO), Elly Piwang.

He said Piwang is known for his proficiency in capacity building and effective administration. Lutwama reminded all civil servants that the ultimate objective of the NRM in Alebtong for the 2031–2036 term is the full monetisation of the economy.

Deputy RDC Lutwama made these remarks on Thursday, May 14, 2026, at the district council hall while presiding over the handover ceremony between the outgoing and incoming CAO.

The event followed the normal transfer process in public office, as the Ministry of Local Government posted Piwang to Alebtong.

Lutwama presided over the ceremony and described outgoing Chief Administrative Officer, Franco Olaboro, as exemplary in the execution of district policy through timely implementation.

He further noted that the former CAO advanced constructional welfare, including housing for teachers, nurses, and midwives in various medical facilities and schools.

Additionally, Lutwama said Olaboro was prompt in disbursing salaries, gratuity, and pensions to beneficiaries on time.

Elly Piwang was transferred from Soroti district. Lutwama cautioned public servants that the district has entered a season of “no sleep and no corruption.”

He appealed to the new CAO to collaborate with both the technical staff and the political wing so that Alebtong remains on the map.

Meanwhile, the outgoing Alebtong District LC5 chairperson, D.K. Odongo, also praised former CAO Franco Olaboro for being someone who loves his job.

“This is a CAO who reported very early in the morning to the office and left last. I call upon the new government to maintain this spirit, especially on the side of the technical wing, together with the newly elected leaders, to push Alebtong District forward.”

Within three years of Olaboro Franco in Alebtong, DK said he ensured that the district local government staff received their salaries before the 25th of each month. He encouraged the incoming CAO to copy Olaboro’s legacy.

During the ceremony, Olaboro was awarded money, goats, and other items from the staff.

Franco Olaboro also thanked both political leaders and technical staff who helped him achieve his performance while serving in Alebtong. He urged the incoming CAO to address the remaining areas of challenge in this new financial year.

Elly Piwang has pledged to work together with all staff without any segregation, to ensure that Alebtong district is taken to the next level in service delivery for the betterment of the local community.
