The Resident District Commissioner (RDC) for Amolatar, Francis Okello Odoki Rwotlonyo, has directed the Chief Administrative Officer (CAO) Rodha Oroma to cancel the appointment letters of several head teachers and education officials.
This follows allegations that they forged documents to secure promotions.
Addressing journalists at his office in Amolatar on Thursday, March 5, 2026, RDC Odoki stated that investigations indicate that some teachers and education officials in the district forged documents to promote themselves to positions such as deputy head teacher, without meeting the required minimum of three years’ experience.
The RDC, who named several individuals allegedly involved, said he has directed the CAO to cancel the affected appointment letters.
Additionally, he has instructed the police to open criminal investigations into the matter, noting that forgery is a punishable offence under the laws of Uganda.
The following headteachers have been named and are now under investigation: Okello Denish Rolex, headteacher of Amio Rwot Primary School, who is reportedly on the run after allegedly absconding with UPE funds; Okello Jimmy, the headteacher of Agwingiri Primary School, whose candidates’ exams were withheld by UNEB and who is no longer at the school.

Others are Atala Caroline, headteacher of Aburkidi Primary School; and Ogweng Richard of Muntu Township Primary School.
The RDC also lamented that the results for 59 learners from various primary schools in the district were withheld following the detection of malpractice during the examinations.
The Uganda National Examinations Board (UNEB) has summoned the affected candidates, who sat for the 2025 Primary Leaving Examination, to its headquarters in Kampala for questioning.
According to the RDC, the learners have been asked to acknowledge wrongdoing and seek forgiveness as part of UNEB’s disciplinary procedures.
Following this, he has directed the District Education Officer (DEO) and police to investigate the implicated schools to establish the root cause of the malpractice.
In another education matter, he also cited Namasale Seed Secondary School, where the UCE results for candidates who sat last year were reportedly withheld by UNEB, leaving the candidates unable to access their grades. He raised serious concern over the cases of examination malpractice that led to the withholding of results.
Odoki further commended schools, parents, and candidates for their good performance in the Primary Leaving Examinations (PLE) and Uganda Certificate of Education (UCE).
He also expressed optimism ahead of the release of the Uganda Advanced Certificate of Education (UACE) results, which are expected to be released by UNEB very soon.
Additionally, the RDC praised the Presidential Skilling Hub at Lira University for transforming the lives of youth from Amolatar District. “This time we are not focusing so much on academic qualifications.
Even a learner who sat PLE and can read and write qualifies,” he explained, adding that many beneficiaries are now employed, especially in urban centres like Lira City.
Finally, the RDC thanked the residents of Amolatar for what he described as their overwhelming support for President Yoweri Kaguta Museveni in the recently concluded elections.
“I thank the people of Amolatar for demonstrating maturity and supporting government programmes,” he said.
When contacted for comment, the Amolatar District Inspector of Schools, Ogweng Ronald Sam, confirmed the allegations. He stated that it is true the four accused head teachers disappeared from their schools illegally, without notice to their supervisors.
He added that none of these head teachers were on the government payroll.
Ogweng told our reporter that while the district had recently recruited teachers, the suspects were supposed to be summoned by the disciplinary committee according to education policy.
However, this has not happened as they remain on the run. “As the education department, we are going to verify the root cause of this matter and announce it to the public,” he said.
The RDC’s office also announced it will host a prayer breakfast on March 26, 2026, bringing together bishops and other stakeholders to promote reconciliation and healing following the election period.
He urged residents to remain peaceful and continue supporting development initiatives in the district.
The RDC warned against any attempts by certain actors to sabotage government programmes, emphasizing the need for unity and collaboration.
