📹  Oyam | EC boss’ Ogwang Cyprian “cited in Aleka-Otwal electoral fraud” during woman MP poll

Ogwang Cyprian, the Acting Director of Finance and Administration of the Uganda Electoral Commission, is alleged to have been involved in electoral malpractice in Oyam district.

He’s specifically cited to have played a big part in Aleka and Otwal sub-counties, during a highly contested election in which his wife, Santa Alum of UPC, was a candidate for woman MP race.

According to reports from multiple polling stations which this publication is pushing to confirm, Ogwang was seen blocking UPDF vehicles that had been deployed to safeguard citizens following incidents in which voters were reportedly beaten at the stations.

Witnesses further allege that he forced polling agents to sign Declaration of Results Forms as early as 11:00 a.m., well before the conclusion of voting.

It is also alleged that he ordered the removal of polling agents from several stations and that some agents were beaten during the process. This claim is also under verification.

These actions are said to have compromised the integrity of the entire electoral exercise and that of the institution he works for.

Serious concerns were also raised regarding Ogwang’s presence in Oyam district on polling day. He was reportedly not authorised to be in the field and was expected to remain in Kampala, like his other colleagues.

Videos circulating show citizens confronting him and questioning why he was operating in the field in an official capacity despite these restrictions.

The Oyam district woman MP race had Ogwang’s wife, Santa Alum (UPC) and Jane Frances Acilo of the NRM party.
