Lamwo | Residents of Padibe town council in Lamwo district are looking forward with anticipation and hope as preparations for the long-awaited construction of Padibe Main Market take a significant step forward.
The project, part of the Ministry of Local Government’s RUDSEC initiative, is expected to transform the local economy and improve livelihoods once completed.
The Rural Development and Food Security in Northern Uganda (RUDSEC) Project is a development initiative aimed at improving rural livelihoods and food security in Northern Uganda.
It focuses on enhancing rural infrastructure, particularly road networks, to improve access to markets and agricultural production. The project is funded by the German government and is implemented by the Ministry of Local Government.
Currently, the district authorities are awaiting the Environmental and Social Impact Assessment (ESIA) from the Ministry of Local Government, a mandatory requirement before actual construction can begin.
The assessment is scheduled to start in July 2025, with construction set to commence in October 2025.
A major investment for the community
Obalim Richard Omo, the Urban Chairperson of Padibe Town Council said Padibe main market is one of three major markets identified for redevelopment in Lamwo district under the RUDSEC (Refugee Host Districts Support to Economic Transformation) Project.
Over shs1.5 billion has been earmarked for the construction of the market, which will serve as a central trading hub for thousands of residents and traders in the district.
“This is a big opportunity for our people,” said Richard Omo, a local trader who currently sells agricultural produce from a roadside stall. “For years, we have operated in open spaces, exposed to dust and rain. A proper market structure will not only improve hygiene but also attract more customers.”
Progress amid previous delays
While the construction of Agoro Market has already been completed under the same project, Padibe and Lamwo town council markets are slated for the 2025/2026 and 2026/2027 financial years respectively, with Padibe prioritized in the coming cycle starting July 2025.
The development of Padibe market faced initial setbacks due to issues with land ownership. However, this hurdle has now been cleared.
“The delay was due to lack of a formal land title for the market land, but we are glad to report that the title has been secured,” said Odur Justine Peace, the secretary production, marketing and economic development of Lamwo district local government.
“With this milestone achieved, we are optimistic that construction will begin in the first quarter of the new financial year.”
A community ready for change
Local community members have expressed strong support for the market’s construction, highlighting the expected economic and social benefits.
“We welcome this project with open arms,” said Florence Aciro, a mother of four and small-scale vendor. “It’s not just about trading; it’s about dignity, safety, and opportunities. Our youth will have jobs, and we will have better access to services.”
Community leaders and elders have also lauded the government’s investment, emphasizing the strategic location of Padibe market in Atwol Parish, which serves as a major link for trade between rural villages and urban centers within and outside the district.
Looking ahead
Once completed, the market is expected to feature permanent stalls, storage facilities, sanitation services, and improved access roads all designed to meet the needs of vendors and consumers alike.
It is also envisioned as a key step in modernizing rural commerce and promoting economic inclusion for women, youth, and persons with disabilities.
“We urge all stakeholders, including community members, local leaders, and government agencies, to collaborate and ensure the smooth implementation of this vital project,” added Odur.
As Lamwo district continues to emerge from years of underdevelopment and conflict, the construction of Padibe main market symbolizes more than just bricks and mortar, it represents hope, resilience, and a brighter future for its people.
