Jinja | The Inspector General of Police (IGP) Abbas Byakagaba, on the recommendation of the Director of Criminal Investigations Directorate (CID), AIGP Tom Magambo, has provided the Kiira Regional CID Office with a brand-new Nissan double cabin.
Kiira Regional CID, SSP Dr. Monday Johnson Agaba, officially received the vehicle, registered as UP 7547 and white in color, on Monday, March 3, 2025.
The vehicle is intended to improve command, control, and administration within the CID department, resulting in faster responses to crime scenes and better supervision throughout the region.
Kiira region has recently been recognized as the most effective in crime prevention and problem solving in the Busoga sub-region.
Given this achievement, top police leadership determined that stronger logistical support was required to ensure continued success in community-oriented, accountable, and modern policing.
When handing over the vehicle, AIGP Tom Magambo emphasized the importance of proper vehicle maintenance, cautioning both the driver and the Regional CID to ensure its safety, performance, and longevity.
SSP Dr. Agaba thanked the IGP, Director CID, and Kiira Regional Police Commander (RPC) for their ongoing assistance in equipping the CID department.
He stated that the logistical support would allow for thorough, prosecution-led investigations that result in convictions in high-profile, capital, and minor cases.
Kiira’s RPC, SSP Charles Nsaba, also praised police top management for choosing Kiira as a model region for implementing and supervising the Sub-County Policing Model (SCPM).
In order to improve policing operations, he emphasized the IGP’s persistent efforts to provide logistical support, including an upgraded fleet.

On the same day, Uganda’s head of Community Policing, CP Anatoli Muleterwa, officially launched the Sub-County Policing Model (SCPM) at the Namagera Town Council Police Station in Jinja district. The station was chosen as the model SCPM facility in the Busoga sub-region.
CP Muleterwa emphasized the significance of President Yoweri Kaguta Museveni’s strategic guidance on SCPM, delivered on November 19, 2019, while addressing the 25th Police Council at Naguru Police Headquarters.
The model aims to bring policing services closer to the people, particularly in rural areas, while also promoting socioeconomic transformation through government initiatives such as the Parish Development Model (PDM), Emyooga, and Operation Wealth Creation.
“The success of the Sub-County Policing Model in Kiira Region, as a national model, will largely depend on effective implementation, supervision, and stakeholder support,” CP Muleterwa noted.
The introduction of the SCPM and the provision of a new vehicle to the CID department are significant steps toward strengthening community-oriented policing in Kiira Region, setting a precedent for other regions across the country.
