“Corrupt” Kigumba town clerk Fred Kagara ordered to refund shs32m

The Inspectorate of Government (IG) has ordered Fred Kagara to repay shs32,086,000 or face further consequences.

Kagara is the assistant town clerk for Kigumba town council in Kiryandongo district.

The order was issued by Deputy Inspector General of Government, Anne Twinomugisha Muhairwe.

According to an IG statement issued on Wednesday, investigations conducted by its Hoima Regional Office revealed that Kagara, while serving as the acting sub-county chief of Kigumba sub-county in Kiryandongo, received revenue-sharing funds worth shs89,728,689 from the Uganda Wildlife Authority (UWA).

The money was spent on a variety of projects, including reducing human-wildlife conflict and improving the livelihoods of households in frontline villages.

However, after verification of accountability, it was discovered that Kagara misappropriated a total of shs32,086,000.

“In line with Regulation 15(2) of the Local Governments (Financial and Accounting) Regulations, 2007, the misappropriated funds will be recovered from Mr. Kagara,” the statement reads.

Kagara is expected to deposit the funds in the Inspectorate of Government Assets Recovery Bank Account within 60 days (May 11, 2025) of receiving the refund order on March 12, 2025.

The IG says it remains committed to promoting public accountability and warns public officers to always stick to accounting regulations while executing their duties.

Corruption and other related vices are widespread in Uganda. Hundreds, if not thousands, of government civil servants engage in corruption.

Last year, the IGG, Betty Olive Kamya, stated that Uganda loses shs1 million per hour to corruption.
