‘Lango happy for Ogwang Okul’
Some Lango sons appear overjoyed at Ogwang Okul’s potential diplomatic job loss.
On Friday evening, two letters signed by Bagiire Vincent Waiswa, Permanent Secretary, Ministry of Foreign Affairs, to Dickson Ogwang, Foreign Service Officer Grade II, went viral on various WhatsApp platforms.
The letter dated November 18, 2024 refers to “alleged indiscipline involving gun violence at a meeting in Lira City,” and Waiswa cited a Daily Monitor article dated November 17, 2024.
“In the article, it is alleged that on Sunday, 17th November 2024 during a Lango Clan leaders’ meeting at the Lango Cultural Centre in Lira City, you drew a gun with intent of shooting at clan elders, only to be disarmed by the Police….,” part of the letter reads.
According to Waiswa, the purpose of the letter to Ogwang is to request him to show cause as to why disciplinary action should not be taken against him for breaching the provisions of the Uganda Public Service Standing Orders.
The accounting officer has also been directed to halt any further payments of Foreign Service Allowance to Ogwang until the situation is resolved.
“In any case, allowances are for duty facilitation but clearly you have not been at your designated station,” says Permanent Secretary, Waiswa.
The second letter dated November 20, 2024, by the same Permanent Secretary with the subject “Recall from your current posting” again caused excitement among some Lango sons on different WhatsApp forums.
This particular letter was also widely circulated and has became “forwarded many times”.
The letter instructed Ogwang to hand over office in accordance with Section F-d of the Uganda Public Service Standing Orders (2021) and report to the undersigned for further guidance.
Those opposed to Ogwang, who has invested his time in Lango cultural affairs and was once “elected” as Won Nyaci to succeed Yosam Odur Ebii, are celebrating.
A segment of the Lango population will always cheer the downfall of their own. They will find time to have a party!
“However, these groups are unable to celebrate the success, achievement, and victories of those they dislike,” one elder, said, Saturday.
On the other hand, Lango is a pleasant place to be. However, some of its people are always pleased if you lose your job!
