Man, 26, arrested for defiling a one-year-old baby

Jinja| The territorial police in Jinja have arrested two young men for aggravated defilement of two minors. 

Geofrey Waiswa Ikumbi, 26, is accused of defiling his neighbour’s one-year-old female minor in Nakakulwe B village, Butagaya sub-county, Jinja district.

The alleged crime occurred on June 3, 2024, around 3pm.

Preliminary findings indicated that Waiswa had been spying on the victim’s parents’ movements until the fateful day.

On June 3, he allegedly grabbed the minor in his chest and defiled her several times at her parents’ home. The toddler’s parents were not present.

According to the police statement, someone passing by the home witnessed the horrific incident and immediately reported it to Butagaya police.

Waiswa would eventually be apprehended. 

As of Wednesday, he and the baby were receiving intensive psychosocial support and counselling from the child and family protection unit at Buwenge Central Police Station.

Meanwhile, Bulolin Otenge, 19, is the night watchman at Kawomera restaurant in Butangala A village, Buwenge sub-county, Jinja district.

On May 31, 2024, the suspect allegedly tiptoed up to the borehole where the victim (minor) had gone to fetch water. 

Otenge reportedly slapped the victim hard on the cheeks to instill fear in her. He later allegedly defiled her in a nearby bush.

The girl’s parents noticed that their child had taken a long time to return home, so they followed up, only to be shocked by the actions they witnessed upon arrival. 

SP James Mubi, the spokesperson for Kiira Regional Police, confirmed the two incidents and stated that the suspect (Otenge) fled.

Mubi stated that the police tirelessly searched for and arrested him with the help of community members.

“The accused has been luring the minor with pancakes, posho, and beans obtained from his workplace,” he explained.

“Butagaya sub-county, Buwenge, Kakira, and Buyengo town councils, as well as Buwenge rural in Jinja district, have recently experienced sexual violence against children,” said SP Mubi.

He did, however, confirm that police are determined to arrest and prosecute perpetrators, promising to continue raising public awareness of the dangers of sexual gender-based violence (SGBV) and violence against children (VAC) through collaborative efforts with other stakeholders. 

“Prosecution-guided investigations are ongoing to ensure that police obtain a conviction in court on both case files,” he stated.
