Mixed reactions as Museveni nears Okaying Indians’ request to be ‘absolute’ Ugandans

“Unless you allow Ugandans to take charge of their economy & be in control of their livelihoods it will always be foreigners over Uganda.”


Lira – 17, December 2021: On Thursday, President Yoweri Katuga Museveni, via his official Twitter handle, spoke about Indians and what their leaders told him.

“Sociologically speaking, the Indians are already part of Ugandan society. They have told me through their leadership that Uganda is a country of 3Ps: Peaceful, Pleasant, and Profitable. This shows that the NRM government has ensured an all-inclusive economic atmosphere.”

Museveni’s statement, almost Okaying what the non-nationals are requesting attracted mixed reactions on Twitter. TND News has picked few reactions. The publication has partially edited some of them.

Ronald Lumu: “Unless you allow Ugandans to take charge of their economy & be in control of their livelihoods it will always be foreigners over Uganda. You give Amina billions while you can’t rescue Ugandan businesses. You’ve made us consume very poor quality education so we’re not competitive at all.”

ChrisRay Xalti: “He will go with them. We can’t have the same situation where Indians treated Ugandans as if they were foreigners.”

Wako Joel: “The Indians need to allow the intermarriage between Indians and Ugandans.”

Saidi Ahmadi: “I don’t think Indians will ever oppose Ugandan government since they remember what happened during Idi Amin’s government. Now they have learnt the lesson their answer is only to say ‘YES SIR!’ to flatter favor. Swahili people say “funika kombe mwanaharamu apite”.

Odhiambo Moses: Wama the country is in your hands use it has u wasn’t Mr President #respect.”

Kiggundu Henery: “Kindly don’t make political decision. Project. It’s a fragile debate but we need to study it carefully before taking any concrete decision. Next time it’ll be the Chinese to desire the same. It’s not bad but the fact that no one has chased them let them feel at home.”

Becoming a citizen of Uganda

By registration

This has five means through which citizenship can be attained under Article 12 of the Constitution. The first is for every person born in Uganda, who at the time of their birth, their parents or grandparents had no diplomatic status in Uganda or had a refugee status in Uganda.

Citizenship by registration also applies to those persons who have continuously lived in Uganda since 9 October 1962, which is the date when Uganda gained independence. These shall, on application, be entitled to be registered as a citizen of Uganda. A number of other persons are also allowed to be citizens on application.

These include: marriage, voluntary migration and based on period of residence in Uganda (Article 12(2)). Regarding marriage, every person married to a Uganda citizen on proof of a legal and subsisting marriage of three years is allowed to become a citizen following application. This also applies to a person who was married to a citizen of Uganda who, but for his or her death, would have continued to be a citizen of Uganda under the Constitution (Article 12(3)).

Citizenship by naturalization

Under this, the applicants state that they have resided in Uganda for a continuous period of 24 months immediately prior to the date of application and that they have resided in Uganda for periods amounting to not less than 20 years.

The applicant also describes, among other things, their character, and financial solvency, knowledge of English and a local language and their intention to continue to reside in Uganda if application is granted
