Lira – Former Lands, Housing and Urban Development Minister, Daniel Omara Atubo has condemned the existence and misuse of “Safe Houses” by government security agencies while its Commander in Chief, also the President, (General) Yoweri Kaguta Museveni watches.
Mr Omara was on Thursday speaking to journalists in Lira municipality.
In his press statement which TND News has got a coppy, Mr. Atubo said: “First Safe House was initiated in Uganda by the murderous military regime of the former President, Idi Amin Dada and was aimed at killing, detaining and disappearing with of innocent Ugandans.”


According to Omara Atubo, also the former Otuke County MP, when he was elected one of the Constituency Assembly delegates, he moved a motion of putting in place Article 23 (2) of the 1995 Constitution which stated that: “A person arrested, restricted or detained shall be kept in a public place.”
He added the motion finally stopped the operation of Safe Houses as “was agreed on by members.”
He added that Parliament of Uganda must assert it’s supreme legislative and oversight authority by banning the use of Safe Houses, punishing minister responsible and visiting these Safe Houses.
Although Parliament of Uganda is currently investigating the existence and misuse of Safe Houses, the Minister for Security, also a UPDF representative in 10th Parliament, General Elly Tumwine has admitted the existence and justification of Safe House, but has denied members of Parliament access to it.
