Former presidential candidate Dr Kizza Besigye and former Kampala Lord Mayor Erias Lukwago are reportedly set to meet Senior Presidential Advisor on Security and Defence Gen Salim Saleh as discussions continue around their ongoing legal troubles.

The two opposition figures, who are currently facing charges linked to treason-related offences, are expected to meet Gen Saleh at his Kapeeka base, according to sources familiar with the matter.

The planned meeting has attracted attention because it comes at a time when both Besigye and Lukwago are seeking relief from the cases before the courts.

Sources indicate that the engagement with Gen Saleh could be part of wider efforts aimed at finding a possible solution to the political tensions surrounding the case.

Dr Besigye is facing treason charges, while Lukwago, who previously served as Besigye’s lawyer, faces accusations of misprision of treason.

Other individuals facing related charges include Hajj Obed Lutale and Capt. Denis Oola, who are also accused of failing to disclose information related to alleged treason activities.

The reported meeting follows earlier remarks by Chief of Defence Forces Gen Muhoozi Kainerugaba, who suggested that Dr Besigye’s matter would be handled by Gen Salim Saleh.

The development has sparked speculation among political observers about whether the engagement could open a path toward resolving the long-running dispute involving the opposition leaders.

The meeting comes shortly after Uganda Prisons Service confirmed that Dr Besigye had been moved from Luzira Prison for medical attention.

Prisons spokesperson Frank Baine said the medical arrangements were based on recommendations from health experts and a court order.

Besigye’s family has repeatedly raised concerns about his health condition, with his partner Winnie Byanyima calling for him to receive specialised treatment abroad.

Byanyima said Besigye had been arrested numerous times over his political career and had always faced legal processes without attempting to escape.

She argued that his current health condition required medical care and family support rather than continued detention.

The planned Kapeeka meeting has therefore drawn interest from supporters and political commentators who are watching whether it could influence the future of the case.

Reports indicate that security measures around Kapeeka were heightened ahead of the expected engagement, with restricted access in some areas.

For many opposition supporters, the meeting represents a possible opportunity for dialogue between the government and one of its strongest critics.

Others remain cautious, saying the outcome will depend on whether the discussions lead to meaningful changes regarding the ongoing legal proceedings.

Dr Besigye has remained one of President Yoweri Museveni’s most prominent political challengers, having contested presidential elections four times.

Lukwago has also been a key opposition figure, serving as Kampala’s Lord Mayor and playing a major role in opposition politics.
